Program Manager (Lead Trainer/Shared Services)

Description
The Towns of Needham, Dover, Medfield, and Sherborn have received grants to form a new cross-jurisdictional sharing arrangement. Needham has also received a grant to support the field-based training of staff for its own Shared Services District as well as other districts in the MetroWest/Greater Boston area. Therefore, Needham’s Public Health Division seeks a smart, energetic, and engaged individual for the role of Lead Trainer/Shared Public Health Services Program Manager to coordinate and manage both grant programs. The Lead Trainer/Shared Public Health Services Program Manager will coordinate between and across municipal public health departments and Boards of Health, will coordinate with state and local partners, and will conduct strategic planning, program development and implementation, and staff training efforts.

Duties and Responsibilities
  • Support the management and ongoing staffing of the Regional Field Training Hub and the Public Health Excellence/Shared Services grants to ensure work meets priorities
  • Work closely with staff from the Massachusetts Department of Public Health (MA DPH) Office of Local & Regional Health (OLRH), the MA DPH Bureau of Environmental Health (BEH), and the MA Department of Environmental Protection (MA DEP) to assess training needs in the Field Training Hub’s region(s) 
  • Develop a training plan that is flexible and responsive, and which fits the needs of both training staff and attendees. Implement that training plan, periodically re-evaluate and, where appropriate, adjust the training plan to meet changing regional needs 
  • Convene regular check-in meetings with municipal public health department leads, public health staff, and, where appropriate, elected or appointed Boards of Health to ensure that shared public health services and the regional field- based trainings are meeting their needs and expectations 
  • Lead the management of the Regional Field Training Hub and Public Health Excellence/Shared Services grants, including preparing an annual budget, regularly monitoring spending, and assuring compliance with grant deliverables and all grant reporting requirements and deadlines
  • Develop, engage, and maintain strong relationships with key community stakeholders, healthcare, human service-based, and community-based organizations
  • Work with public health staff within the municipalities to design and implement program initiatives and special projects to improve health outcomes, including, but not limited to trainings, communication, education, community outreach strategies, research projects, advocacy efforts, and grant writing 
  • Use independent judgment and discretion to make decisions affecting the department and staff
  • Perform other duties as required
Requirements
  • A Bachelor’s degree in Public Health, Community Health, Public Administration, or related field is required
  • At minimum of four years of professional work experience in public health, healthcare, or government at the state, county, or local level is required, although part-time work, internships, and volunteer experience may be used to fulfill a portion of the professional work experience requirement. Five-plus years of full-time work experience in a local or state public health agency is strongly preferred
  • Strong communication skills, both verbal and written 
  • Credentialing or licensure is required in at least three or more of the following -- MA Soil Evaluator, MA Soil Inspector, MA Lead Paint Determinator, MA Housing Inspector, ServSafe Food Safety Manager/Food Allergy Awareness recipient, and Certified Pool Operator (CPO) 
  • Driver’s License required
Supplemental Information
Preferred Qualifications:
  • A Master’s in Public Health or a related field
  • A background in policy development, community engagement, and/or health education attained through either work experience or else a graduate degree in public health, education, or a related field is highly desired
  • Experience preparing, writing, and submitting grants preferred
  • Credentialing or licensure as a MA Registered Sanitarian (RS/REHS) or a Certified Health Official (CHO) is strongly preferred. Having achieved one or both of those credentials is not required at time of application but if one or more of those credentials are not achieved by time of employment, the achievement of at least one of those credentials will be a requirement of continued employment after a period of approximately 24 months 
  • Membership and active participation in one or more public health professional associations is desired
Special Annotation:
  • The Lead Trainer/Shared Services Program Manager is a grant-funded position through at least 6/30/2025, with the ability to extend beyond that date pending appropriation and future programmatic needs
