Associate Transportation Planner

About the Position:
Under the general direction of the Equity, Engagement, and Health (EEH) Branch Chief, a Senior Transportation Planner, the incumbent works with considerable independence, frequently in a lead capacity, on a range of EEH-related transportation planning projects in the Office of State Planning, Equity, and Engagement (OSPEE), Division of Transportation Planning (DOTP). Incumbent works as a subject matter expert, helping to ensure that all the Department's transportation planning functions incorporate and embody equity, engagement, and health principles and practices as may be appropriate to each unit's functions, including leading or assisting with projects to implement and update the EEH Action Plan. Incumbent serves in a lead role in managing the DOTP Health program, embedding public health in transportation planning and implementing emerging practices in Health in All Policies. Incumbent assists with management of the statewide, on-call, task-based Planning Public Engagement Contract (PPEC), regularly serving as a task order manager. Other duties of this position may include: assisting or leading the development of equity, engagement, and health guidance, tools, and training; support to the DOTP Public Engagement Program Manager, procurement/solicitation and contract document preparation; lead roles on legislative bill analyses; workshop and meeting facilitation; preparation of reports, guides, and procedures; topical research and analysis; consultation and coordination with the districts and other divisions, and other duties as assigned.

What You'll Do:
  • EEH Program. Substantially contribute to the continuous evolution and implementation of the DOTP Equity, Engagement, and Health (EEH) program, including lead planner roles. Serve in a consulting role and subject matter expert to Caltrans districts and headquarters programs/divisions, modal programs, and DOTP offices. Provide support in terms of the most up-to-date engagement practices, techniques, and tools; assist with the development of public engagement guidance and training. Assist in the review and analysis of internal and external public engagement and equity practices, support the work of the EEH Branch Chief, and propose program improvements.
  • EEH Action Plan. As part of the EEH Branch team and related to program support, work to implement and regularly update the Equity, Engagement, and Health Action Plan to embed EEH policies and practices in all transportation planning functions. Lead on specific projects and actions. Assist with performance and progress tracking.
  • Health in Transportation Planning. Lead and support the DOTP Health in Planning program, embedding public health in transportation planning and implementing emerging practices in Health in All Policies (HiAP). Represent Caltrans in collaborative efforts involving other State agencies.
