ESD is currently recruiting to fill two positions: 1) Senior Public Information Representative and 2) Public Information Representative I/II within the department’s Communications Division. This division supports six ESD utilities, sustainability initiatives, and Administrative Services; it is a dynamic and exciting work environment with a supportive team. ESD’s Communications Division plays a critical role in promoting ESD programs and engaging San José’s diverse community to meet ESD goals.

Position Description: Senior Public Information Representative
Senior Public Information Representatives (Sr. PIR) provide high-level public information and public education services that require in-depth knowledge in the field of public communications. Sr. PIRs manage critical public communications programs and projects of significant importance, sensitivity, or complexity for ESD.

The selected candidate for the Senior Public Information Representative position will lead ESD’s public outreach team, including supervising a group of up to four Public Information Representative I/IIs. They will also provide support to the Public Information Manager and is part of the Communication Division’s leadership team.

Position Description: Public Information Representative I/II
Aligning with ESD’s mission, Public Information Representative I/IIs help develop and implement a range of communications strategies for projects and initiatives focused on enhancing the quality of life and the environment for San José residents and businesses. 

The selected candidate for the Public Information Representative I/II (PIR I/II) position will have the exciting opportunity to make a difference in the San Jose community as a member of ESD’s communications team. They will collaborate with ESD’s public outreach team and program staff to develop and implement outreach plans. The plans may consist of developing trilingual (English, Spanish, Vietnamese) messages for social media, digital ads, and commercials on television, radio, and digital formats. There may also be occasional tabling and presentation opportunities to engage our community.
 
Salary Information
The actual salary shall be determined by the final candidate’s qualifications and experience. The below salary ranges include an approximate five percent (5%) ongoing non-pensionable pay. The annual salary range for the positions are presently as follows:

Public Information Representative I: $76,374.48 – $92,951.04
Public Information Representative II: $84,280.56 – $102,451.44
Senior Public Information Representative: $113,218.56 – $137,919.60

Qualifications
Minimum Qualifications: 
1. Education: Bachelor’s degree from an accredited college or university in journalism, communications, advertising, marketing, public relations, public administration, or closely related field.
2. Experience:
  • Public Information Representative I – None.
  • Public Information Representative II – Two (2) years of progressively responsible professional public information, marketing, or public relations experience.
  • Senior Public Information Representative – Four (4) years of increasingly responsible public information, marketing, or public relations experience. 
3. Licenses or Certificates: Possession of a valid State of California driver’s license.
4. Acceptable Substitutions:
  • Public Information Representative I – Additional years of professional experience in public relations, public information, or other related experience may be substituted for education on a year-for-year basis up to two years.
  • Public Information Representative II – None.
  • Senior Public Information Representative – None.

Consistent with the Santa Clara County Public Health Order issued on December 28, 2021, "up-to-date" means that an employee is not only "fully vaccinated," but has also obtained any booster doses of a COVID-19 vaccination for which they are eligible, within 15 days of first becoming eligible.
