Job Description
The mission of the Boston Public Health Commission (BPHC) is to protect, preserve, and promote the health and well-being of all Boston residents, particularly the most vulnerable. The BPHC envisions a thriving Boston where all residents live healthy, fulfilling lives free of racism, poverty, violence, and other systems of oppression. The BPHC sets an expectation that all staff and leadership commit, individually and as part of the BPHC team, to hold ourselves accountable to establishing a culture of antiracism and advance racial equity and justice through each of our bureaus, programs, and offices.
 
PROGRAM/DEPARTMENT DESCRIPTION
The Office of Racial Equity and Community Engagement (ORECE) leads Boston Public Health Commission's collective work in becoming an antiracist organization and operationalizing commitments laid out in the organization's Anti-Racism Policy. Specifically, ORECE works with internal and external stakeholders to eliminate the institutional and structural systems that create racial and ethnic health inequities and injustices. In 2016, BPHC institutionalized its first Equitable Community Engagement Policy and Framework. As a process, BPHC applies its Equitable Community Engagement Framework when the voices of historically marginalized communities are included in program and department decision-making. Under the direction of the Racial Equity and Community Engagement Director, the Inclusion & Engagement Manager develops, leads, and champions equitable community engagement through the following actions.
 
DUTIES
  • Working to help BPHC become an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism Policy.
  • Co-leads the development and operationalization of the BPHC's Equitable Community Engagement Policy, Plan, and Toolkit and provides ongoing leadership to evaluate, update, and implement future versions; partners with internal/external stakeholders to establish community engagement goals and action plans that align with the BPHC's Engagement Policy and overarching goals.
  • Designs and directs community engagement activities to meaningfully engage communities in decision-making opportunities; supports community needs assessments and health improvement planning processes; establishes procedures to track engagement activities, outcomes, and impacts.
  • Co-develops and implements strategies to support an inclusive workplace culture including the development of strategies and activities to increase awareness of sociodemographic inequity related to race, gender, age, sexual orientation, and more.
  • Provides advice and technical assistance to the BPHC and other city departments on community engagement methods with the goal of increasing resident and community involvement early and throughout the decision-making processes.
  • Develops and facilitates in-person and virtual trainings to the BPHC and external communities on equitable community engagement principles and practices; facilitates anti-racism and racial equity discussions; develops PowerPoints and other equity-related resources and materials.
  • Stays current and ensures the organization is kept up-to-date on effective community engagement principles and frameworks. Collects and monitors modern practices and literature on equitable community engagement.
  • Supervises employees, fellows, and interns; trains, evaluates, and recommends discipline for staff; reviews the work of the ORECE staff for completeness and accuracy.
  • Works in a confidential capacity. Operates independently. Uses independent judgment and discretion to make decisions affecting programs and staff as it relates to program operations/services and BPHC policy.
  • Collects and summarizes data, writes reports, program summaries, and other documents.
  • As an individual act compassionately with integrity and empathy, leads by example, and be willing to learn new things.
  • With others be a supportive team player, prioritize building and maintaining relationships, and works to maintain a respectful work environment.
  • Performs other duties as required.
 
MINIMUM QUALIFICATIONS
  • Passionate commitment to health equity and racial/social justice issues.
  • Knowledge of or willingness to learn about the role of public health in addressing racism, the social determinants of health, and inequities in health outcomes as well as strategies to advance racial justice and health equity.
  • Bachelor's degree and five (5) years of relevant experience required or a Master of Public Health degree or a related discipline and two (2) years of relevant experience.
  • Significant experience working in public health, healthcare, social service organizations, or a government agency.
  • Strong program, project, and/or organizational change management experience with the ability to manage multiple projects at once.
  • Extensive knowledge of equitable community engagement principles, including familiarity with modern-day tools and practices.
  • Significant experience building long-term meaningful relationships with communities.
  • Ability to be innovative and creative in reaching diverse populations and groups.
  • Strong leadership and facilitation skills in multiple settings such as meetings, trainings, and other group settings. Strong experience setting agendas and leading an advisory, coalition, and/or working groups.
  • Must be a self-directed, detail-oriented individual with excellent oral and written communication and follow-through skills.
  • Experience designing virtual engagement activities and use of virtual platforms including Zoom and Teams. Experience designing flyers, infographics, and web content with Canva, Adobe, or other platforms.
  • Knowledge of and commitment to the principles of public health. Familiarity of Boston's neighborhoods, particularly neighborhoods with historically marginalized populations and poorer health outcomes.
  • Must be proficient in Microsoft Office. Experience in modern social media platforms.
  • Ability to work well with diverse people in diverse settings in a manner that builds trust and supports increased collaboration and partnership.
  • Must be able to work a flexible schedule, which includes frequent evenings and/or weekends.

PREFERED OR PLUS
  • 1 year of demonstrated formal or informal social justice advocacy experience and/or community organizing/mobilization experience.
  • Bilingual/bicultural is a plus.
  • Prior supervisory experience is a plus.
  • Evaluation skills are a plus.
