Eastern Region Office Air Quality Section Manager (WMS Band 2)




Keeping Washington Clean and Evergreen

The Air Quality Program (AQP) within the Department of Ecology is looking to fill an Eastern Region Office Air Quality Section Manager (WMS Band 2) position. This position is located in our Eastern Region Office (ERO) in Spokane, WA. Upon hire, you must live within a commutable distance from the duty station.
 
As Air Quality Section Manager, you will lead a diverse group of inspectors, monitoring staff and permit writers to protect air quality spanning twelve counties in the Eastern Region. You will also evaluate regulatory, permitting and compliance issues, and provide strategic input for the program. Often this position will require use of advanced negotiation skills, as well as strategic and multi-disciplinary problem solving to manage a robust portfolio of air quality permitting and initiatives.

The mission of the Air Quality Program (AQP) is to protect and improve air quality in Washington and to protect our State’s environment for current and future generations.

Duties

What makes this position unique?
The Air Quality Program is invested in a strong workplace culture that is collaborative and open. As the Air Quality Section Manager for the Eastern Region, you are integral in fostering and ensuring a positive workplace culture.
 
In this role, you will have the opportunity to be a leader in protecting the public health, environment, and way of life for a large area of the State of Washington. You will work with staff experts to problem-solve complex permitting and compliance issues, as well as with stakeholders and Tribes to find common ground to improve air quality for everyone.
 
What you will do:
In addition to ensuring that staff has clear expectations, priorities, objectives, and the tools to effectively accomplish their work in a fiscally responsible, efficient, and customer-friendly manner, you will be the highest level of authority for the Air Quality Program in the Eastern Region and will oversee and manage key regulatory permit policy decisions. Management responsibilities include:
 
  • Permitting and inspections for commercial and industrial sources of air pollution in the Eastern Region. 
  • Air quality smoke control programs and initiatives in the region in order to reduce air pollution. Serve as the Chair of the state’s Agricultural Burning Practices and Research Task Force for the agency.
  • Ambient and portable air quality monitoring in all of the Eastern Region.
  • Ensure that environmental justice best practices are incorporated into permitting, compliance, enforcement, and other activities throughout the region.
Qualifications
Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
 
A total of nine years of experience and/or education as described below:
  • Experience: Involving project management, regulatory, or planning. Experience must include a minimum of one year of supervisory experience managing policy and technical staff.
  • Education: Involving a major study in physical or natural science, engineering, law, planning, public policy, environmental studies, or other related field.

Special Requirements/Conditions of Employment
  • Must possess and maintain a valid driver’s license.
 
Desired Qualifications:

  • Master’s Degree or higher in physical or natural science, engineering, law, planning, public policy, environmental studies, or other related fields.
  • Three years of experience supervising technical staff in a complex political environment.
