Trainer for Staff Learning and Development

Job Description

The Consortium for Professional Development is one of the Boston Public Health Commission's (BPHC) Public Health Service Centers. The mission of the Consortium for Professional Development is to educate, train and inspire Boston's public, private, and non-profit public health workforce to advance BPHC's mission: to protect, promote, and preserve the health and well-being of all Boston residents, particularly the most vulnerable. JOB DESCRIPTION
The Trainer for Staff Learning & Development will support BPHC employees by providing professional and personal development opportunities. Specifically, the Trainer for Staff Learning & Development will support the development and implementation of performance management and quality improvement learning program to build capacity across BPHC programs and bureaus for leveraging quality improvement, performance management, and workforce development frameworks, methods, tools, and models to improve individual, program, and organizational performance to effectively improve health outcomes in the City of Boston. The Trainer for Staff Learning & Development will also work to help BPHC become an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism Policy.

DUTIES
  • Assists in leading efforts to implement the BPHC's vision for Racial Justice and Health Equity in Boston by working closely with the Office of Racial Equity and Community Engagement to advance the BPHC's Anti-Racism policy and Core Values.
  • Identify and foster effective partnerships with businesses, educational institutions, economic development, and other workforce organizations to support the development of effective professional and personal development opportunities for BPHC staff.
  • Collaborates with program management staff to identify program training needs and support the development of training goals for programs, ensuring alignment with the CDC Public Health Workforce 10 Core Competencies, the BPHC's Anti-Racism Policy and Core Values.
  • Support the research, development, documentation, and implementation of online and in-person curricula, discussion guides, presentations, storyboards, participant materials and other professional development strategies to build staff competencies and facilitate sustainable culture change around performance improvement (performance management and quality improvement).
  • Prepare and support a learning community of staff facilitators and/or QI Champions to lead online and in-person workshops and other professional development activities and/or serve as peer resources, employing strategies such as training-for-trainer sessions, ongoing refresher sessions, formal and informal coaching, and feedback, modeling, collaboration, and community building, as appropriate to program goals.
  • Support the evaluation of training, and application of findings to inform modifications and improvements. Routinely engage internal 'customers' to understand how/whether acquired knowledge is being used post-training and ensure that curricula and other development opportunities remain responsive to environmental and strategic changes.
  • Maintain, promote, and conduct an ongoing schedule of professional development opportunities within the assigned content areas. Model continuous improvement values and actions.
  • Write reports and project updates.
  • Work in a confidential capacity with the director. Meet regularly with the Consortium for Professional Development Director regarding all aspects of program operations, including but not limited to matters pertaining to program staff and other confidential matters.
  • Local travel is required.
  • Perform other duties as required.

MINIMUM QUALIFICATIONS
  • Passionate commitment to health equity and racial/social justice issues.
  • Knowledge of or willingness to learn about the role of public health in addressing racism, the social determinants of health, and inequities in health outcomes as well as strategies to advance racial justice and health equity.
  • High school degree plus 6 related years' experience or Bachelor's plus 3 years related experience or Master's plus 1-year related experience. Certification or training in Quality Improvement or Performance Improvement is preferred. Experience in or familiarity with governmental public health organizations is preferred.
  • Significant experience designing and implementing workforce development programs, training programs, or other related initiatives with a focus on performance improvement.
  • Experience in curriculum development. Knowledge and experience with adult learning techniques in education. Outstanding group workshop facilitation and training skills. Experience public speaking using strong communication and active listening skills. Experience in effective in-person and virtual facilitation.
  • Proven ability to quickly learn and apply new technologies required. Experience designing and delivering online learning preferred, including working with a Learning Management System (e.g. Moodle), Bachelor with 3 years of related experience, or master's degree in public health, social science research, or evaluation.
  • Significant experience designing and implementing workforce development programs, racial or social justice training programs, or other related activities.
  • Experience in curriculum development, including the design of instructor-led and self-paced learning that responds to the audience to achieve equitable learning outcomes.
  • Experience managing an internal internship program.
  • Knowledge and experience with adult learning techniques in education.
  • Outstanding group workshop facilitation, active listening, and training skills.
  • Demonstrated experience working with people that vary according to race, ethnicity, national origin, religion, gender, sexual orientation, age, mental/physical ability, class, or other dimensions of diversity.
  • Familiarity with Boston, its history, neighborhoods, and customs, including the experiences of Black, Indigenous, and People of Color in Boston.
  • Excellent oral and written communication skills.
  • Excellent organizational and time management skills.
  • Proven ability to quickly learn and apply new technologies.
  • Proficient knowledge and experience with MS Office, MS Word, MS Excel, and MS PowerPoint.

PREFERRED QUALIFICATIONS
  • 3-5 years of demonstrated formal or informal social justice advocacy experience and/or community organizing/mobilization experience.
  • Bachelor's degree.
  • Experience designing and delivering online learning preferred, including working with a Learning Management System, designing and producing synchronous learning events (e.g. Adobe Connect, Zoom, Teams), and designing other types of learning activities (e.g. Storyline, interactive video, or other technologies)
  • Bilingual capacity.
  • Knowledge of online learning tools.
