YOUTH SERVICES BEHAVIORAL SPECIALIST RECRUITMENT RANGE: $36,614 - $54,101
Youth Service Behavioral Specialist is currently a NC05 with a recruitment range of $36,614 - $48,058. 
In the new system, under the new pay plan, effective June 1, 2022 it will be NC05 with a recruitment range of $36,614 - $54,101.
YOUTH COUNSELOR TECHNICIAN RECRUITMENT RANGE: $35,416 - $51,525

Youth Counselor Technician is currently a NC04 with a recruitment range of $35,416 - $40,450. 
In the new system, under the new pay plan, effective June 1, 2022 it will be NC04 with a recruitment range of $35,416 - $51,525.

Candidates for these positions are eligible to receive a shift premium (10%) when assigned to either 2nd or 3rd shift.
                Shift work is required for these positions. Weekend and holiday shifts required.

Juvenile Detention Centers temporarily house youths alleged to have committed a delinquent act or to be a runaway. Youths are generally placed in a juvenile detention center while awaiting a court hearing, or until another placement can be found, either in a community-based program or service or in a youth development center.

Youth Services Behavioral Specialist:
Daily responsibilities to include but not limited to duties such as: housekeeping, physical and mechanical restraint of juveniles, medication administration and recreational activities.

This position provides supervision, care, counseling, safety and support to youth who are in the physical custody of the Division. Implements individual and group treatment plans to effect behavioral changes required for youthful offender rehabilitation while providing security, controlling and maintaining custody and safeguarding juveniles from each other. Documents all events that occur on the shift. Documentation includes, but is not limited to, shift logs, reports, incident reports, inspections and progress notes which are entered into a web based application. Documentation must be completed prior to the end of shift. The juveniles that the position works with present complex, co-occurring disorders requiring high levels of clinical skills and cognitive and behavioral interventions. 

Work is subject to close personal and physical contact with multiple juveniles and decisions made impact the protection of state property, the physical safety of the juveniles, staff and the employee.

Youth Counselor Technician:
Daily responsibilities include, but are not limited to, duties such as: housekeeping, physical and mechanical restraint of juveniles, medication administration and recreational activities.

Positions directly monitor and supervise juveniles in both Youth Development Centers and Youth Detention Centers. Juveniles are supervised while housed, at school, and all daily activities. The work is subject to close personal and physical contact with juveniles. Safety and security duties include: maintaining a secure environment, routinely monitoring and observing juveniles, maintaining compliance with cleanliness and sanitation standards. Positions provide feedback to the treatment team on juveniles. Daily records are completed to include: documenting safety violations and security breaches, activity briefing for shift personnel, crisis intervention events, behavioral problems/issues, and youth progress updates.

Youth Services Behavioral Specialist:
  • Documented experience establishing and maintaining effective working relationships with all levels of staff.
  • Documented experience organizing and preparing accurate records, charts, and reports and analyzing such information.
  • Documented experience communicating effectively in oral and written form.
  • If properly trained, must be physically capable of applying the proper methods and procedures to physically restrain juveniles and defend self.

Youth Counselor Technician:
  • Effective oral and written communication skills and the ability to establish rapport and successfully interact with a variety of individuals.
  • Possess visual acuity, alertness and awareness of surrounding activities.
  • Ability to apply the proper methods and procedures to physically restrain juveniles and defend self if properly trained.
Minimum Education and Experience Requirements
Youth Services Behavioral Specialist:
Bachelor's degree in a related human services field, such as Criminal Justice, Sociology, Education, Religion or similar subjects shall include 25 semester hours of coursework related to the human services field
OR
Bachelor's degree in human services field, criminal justice or related human services field from an appropriately accredited institution
OR
an equivalent combination of education and experience. 

Youth Counselor Technician:
Associate's degree in a human services field, criminal justice or related human services field from an appropriately accredited institution
OR
High school or General Educational Development diploma and two years of related human services experience;
OR
an equivalent combination of education and experience.

Necessary Special Qualification:
Applicants for positions designated as Juvenile Justice Officers are subject to and must meet the hiring and training standards established by the North Carolina Criminal Justice Education and Training Standards Commission, as defined in Title 12, Chapter 9 of the NC Administrative Code, by the statutory authority of GS 17C.
 
Selected applicant must attend and successfully complete and pass the Juvenile Justice Officer Basic Training certification program. The certification requires four weeks to complete and is comprised of classroom and physically demanding training. This training is carried out at regional training centers and requires consecutive overnight stays. In addition the selected candidate must:
 
·Have or be able to obtain required documentation for certification as a Juvenile Justice Officer (i.e. a diploma).
·Pass a Criminal Background check
·Pass a Drug Screening test
·Pass a Psychological test
·Pass a Sexual Risk Screening test
·Pass a Physical
·Be a US citizen
·Be at least 20 years of age
·Have a valid driver's license

Eligibility for Sign-On Bonus:
  • The employee will receive a sign-on bonus of $3,000.00 provided the employee meets the eligibility requirements of the DPS Juvenile Justice & Delinquency Prevention Sign-On Bonus Program policy (is in a probationary, permanent, or time-limited position, must not have worked as a probationary, permanent, or time-limited employee in the last 12 months as an employee subject to the State Human Resources Act and is employed in a permanent full-time or permanent part-time position, working at least 20 hours per week). Bonuses for eligible employees working in part-time positions will be prorated based on hours worked.
  • Transfers from another State Agency not eligible for a Sign-On Bonus will be eligible for a Retention Bonus when the candidate meet Basic Training requirements.
  • The employee will be paid one half of the sign-on bonus in the first paycheck following the start date and will receive the final sign-on bonus installment in the 12th paycheck.
Not Eligible for Final Installment: 
  • The employee’s overall performance rating at any time is not at a minimum of “Meets Expectations” or the      employee has documented disciplinary actions for misconduct or performance.
  • The employee subsequently transfers to another agency before the completion of the defined                consecutive months; or
  • The employee’s employment terminates before the defined months of consecutive service.
  • A candidate or employee shall receive only one Bonus (Sign-On or Retention) if promoting from a Youth Counselor Technician to a Youth Services Behavioral Specialist or if Reassigning from a Youth Services Behavioral Specialist to a Youth Counselor Technician.                                                
  • Availability of Funds: The approval of all personnel actions, including any bonus action, is subject to the availability of funds. No action can be implemented that would exceed the funds available.
