Human Resources Assistant

Summary

As a Human Resources Assistant at the GS-0203-5/6, you will be part of Office of Personnel Management, HRS Federal Staffing Center, Federal Staffing Center, Staff Acquisition Group.

Duties

Below are a list of major duties:
  • Support hiring initiatives across Government.
  • Draft vacancy announcements in the USA Staffing talent acquisition system for positions with a limited scope.
  • Onboard candidates for Federal positions.
  • Answer applicant questions via email and telephone.
  • Prepare recurring financial and administrative reports for management.
  • Maintain files and reference materials.
  • Track office supply levels and coordinate the ordering of supplies with the designated purchase card holder.
  • Use a variety of computer programs, Microsoft Office and HR systems and tools to complete work assignments.

  • Suitable for Federal employment, determined by a background investigation
  • May be required to successfully complete a probationary period

  • This position is eligible for inclusion in the bargaining unit.
  • if the duty station is finalized in the Washington, DC metropolitan area, employees in this position will be represented by the American Federation of Government Employees (AFGE) Local 32. (BU Code - 2286)

Qualifications

For the GS 5: You must have one year of experience equivalent in difficulty and complexity to the GS-04 grade level in the Federal service which demonstrates most of the following:
- Assist HR Specialists in carrying out a wide range of tasks related to staffing and employee on-boarding.
- Use automated systems to access, search, and prepare routine reports.
- Use human resource forms, databases, and systems to complete HR related assignments.
OR
Four years of post-high school study obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
A combination of education and experience.

For the GS-06: You must have one year of experience equivalent in difficulty and complexity to the GS-05 grade level in the Federal service which demonstrates all of the following:
- Assist HR Specialists in carrying out a wide range of tasks related to staffing and employee on-boarding.
- Prepare vacancy announcements and rate applicant qualifications for routine positions.
- Use automated systems to access, search, and prepare routine reports.
- Use human resource forms, databases, and systems to complete HR related assignments.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.

One year at the GS-4 level is required to meet the time-in-grade requirements for the GS-5 level.

One year at the GS-5 level is required to meet the time-in-grade requirements for the GS-6 level.

Education

Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
