The Oregon Department of Environmental Quality has a full-time permanent opportunity for a Site Assessment Project Manager (Natural Resource Specialist 3) in Portland, Oregon.

The Land Quality programs support this mission by reducing the environmental and health impacts of materials during their production and use;, reducing, recovering and safely managing the disposal of solid and hazardous wastes; administering the state’s underground storage tank and heating oil tank programs; responding to spills of oil and hazardous materials; and assessing and managing environmental cleanups.
Materials Management plans and implements policies and programs to reduce impacts of materials and products throughout their full life cycle, from design and production through distribution, consumption and use, and management at end-of-life.  The Policy, Operations, and Data section establishes goals and measures; supports and performs research; develops and implements incentive, grants administration and project management, product stewardship, waste reduction, and waste management programs; provides education and information; and collaborates with diverse public and private partners.

What you will do!
You will serve as a land quality project manager prioritizing old or illegal disposal sites for cleanup using solid waste orphan site funds. You will serve as project manager during site investigation, design, construction, and operation phases of cleanup actions at disposal sites that qualify for SWOSA (Solid Waste Orphan Site Account) funding. You will have overall project responsibility to ensure that contaminated sites are screened, prioritized, characterized, and cleaned up in a manner that is cost effective and timely, and protects public health, welfare, and the environment. You will work with local governments on cleanup of old disposal sites, the Cleanup program and Materials Management programs at DEQ, and DEQ’s contract to cleanup old disposal sites. In addition, this position manages and participates in program projects implementing the Materials Management annual SWOSA funding plan, and provides updates on use of SWOSA to the public and regulated community. This position not only collaborates with DEQ regional programs and DEQ headquarters staff, the position interfaces and project manages work conducted through DEQ contracts.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in physical science, environmental science, natural resources, or a closely related field, AND 3 years of experience in a natural resource or environmental field (an equivalent combination of education and experience is acceptable). At least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
Candidates who are most competitive will also reflect the following:

  • Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
  • Excellent project management, analytical, and organizational skills; prior regulatory experience in a project manager role, including experience planning, leading, and implementing projects and programs.
  • Demonstrated ability to serve as a project team leader or project manager for cleanup of disposal sites.
  • Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences.
  • Experience researching and analyzing data, conducting investigations, and applying pertinent laws and regulations; skill in writing and presenting clear and concise reports that include qualitative and quantitative analyses, recommendations, and conclusions to diverse audiences.
  • Desired candidate has experience with risk screening methodology and calculations.
  • Experience with DEQ environmental regulatory requirements for solid waste or cleanup programs.
  • Environmental project management experience
Working Conditions:
Most work is performed in a professional office setting. This position requires occasional travel for fieldwork, assessments, meetings, trainings, conferences, and public hearings, some of which may include evening work, weekend work, and/or overnight stays. Physical outdoor activity involved during field activities may include adverse weather conditions; exposure to pollutants, chemicals, contaminated soil and water, fumes, and airborne contaminants; fall or tripping hazards; climbing of stairs to gain access to multilevel facilities; and kneeling, crouching, and substantial walking.
