WHAT YOU'LL DO
Under general supervision, a Bursar oversees the day-to-day operations of the college cashiering function, including cashiering, billing, and receivables. Additionally, a Bursar performs a variety of accounting duties related to the preparation, maintenance, and review of financial records.
The current vacancy is a full-time position (12 mos/year, 40 hrs/week) located at Oxnard College. This recruitment is being conducted to establish a list of eligible candidates that will be used to fill district-wide, current and upcoming, temporary and regular vacancies for the duration of the list, not to exceed one year.
Representative Duties
Manage the operations and activities of the college cashiering functions, including billing and the collection of student fees, and student/vendor accounts receivables in accordance with appropriate regulations and established District policies and procedures; coordinate the activities of the cashier window, including receiving payments, distributing checks, and providing information. E
Ensure proper recording and accountability of financial transactions for registration fees, refunds, billings, waivers, student/vendor accounts receivable, collections, student payment plans, and department/trust account deposits. E
Collect, record, reconcile, and audit deposits from trust accounts, petty cash account, change fund, parking permit sales, daily parking machine collections, and student billing. E
Audit student fee refund claims; process checks for payment; prepare and submit reports of transactions to the District office. E
Prepare and maintain various accounting records and report collection of campus registration fees and other funds from students and departments; deposit funds and submit end-of-day reconciliation reports to the District office.
Monitor and control the petty cash fund kept in the Bursar's office; audit reimbursement requests and replenish funds when needed. E
Ensure the safety of college change funds kept in the Bursar's office by keeping monies secure from unauthorized access. E
Audit, post, and invoice enrollment charges to third-party agencies providing financial assistance to district students; assist in the collection of outstanding payments. E
Process and maintain business office holds on student records. E
Establish, monitor, and maintain internal controls to safeguard college resources; ensure compliance with college, state, and federal regulations and standard accounting procedures. E
Compile information and data to prepare a variety of records and reports related to the collection and disbursement of fees and monies. E
Reconcile credit card transactions, bank deposits, departmental receipts, disbursements, and currency; support and assist assigned staff in ensuring all transactions are balanced. E
Troubleshoot processing problems and suggest possible solutions; provide information to students, college and District personnel regarding various records, accounts or fees; resolve issues including student fee disputes. E
Select, train, and evaluate assigned personnel; prepare work schedules for assigned employees; assign employee duties and review work to ensure accuracy, completeness, and compliance with established policies and procedures; administer progressive discipline when warranted. E
Perform related duties as assigned.

Minimum Qualifications
Any combination equivalent to:
Education: An associate degree in accounting or a related field
Experience: Four years of technical accounting experience and two years of cashiering experience in a retail, banking, or education environment. Supervisory experience is preferred.

EXAMINATION AND SELECTION PROCESS:
This is an examination open to the public and current district employees seeking a promotional opportunity. TRAINING AND EXPERIENCE (T&E) EVALUATION:
A T&E is an assessment by subject matter experts of training and experience, beyond the minimum requirements, that has prepared the candidate for the position as evidenced in the application materials. When completing the application and the supplemental questionnaire (if applicable), outline in detail your education, training (such as classes, seminars, workshops), and experience. Please be sure to answer every component of each supplemental question as your responses will be scored and serve as your score on the training and experience (T&E) evaluation.
The candidates with the highest passing scores on the Training and Experience (T&E) Evaluation will be invited to the technical interview.
TECHNICAL INTERVIEW DATE RANGE AND LOCATION: Date Range: Monday, April 10, 2023 - Friday, April 14, 2023Location: The Technical Interview will be conducted remotely, using Zoom. In order to participate in the interview, you must have access to a computer with a camera, microphone, speakers, and a reliable connection to the internet.
The examination components and dates are subject to change as needs dictate. All communication regarding this process will be delivered via email.

ELIGIBILITY LIST: Upon completion of the examination, the eligibility list will be compiled by combining the final examination score with applicable seniority and veteran's credits, if any. The candidates will be ranked according to their total score on the eligibility list. Certification will be made from the highest three ranks of the eligibility list. This eligibility list will be used to fill current vacancies for up to one year from the date of the technical interview. PROBATIONARY PERIOD: All appointments made from eligibility lists for initial appointment or for promotion, with certain exceptions, shall be probationary for a period of six (6) months or one hundred thirty (130) days of paid service, whichever is longer. Classified management, police, and designated executive classifications shall be probationary for a period of one (1) year of paid service from initial appointment or promotion.
