Brownfields Program Coordinator ~ Environmental Consultant Job - Job ID 64299

Job Summary
This position exists to perform, under the administrative direction of the Section Manager, the duties of coordinating the administration of the MPCA’s State Brownfield Program (State Program). The Brownfield Program consists of three units, two of which, the Voluntary Investigation and Cleanup (VIC) Unit and the Petroleum Brownfield (PB) Unit, operate under separate Minnesota Statutes. The third unit is the Brownfields Community Outreach and Engagement Unit. The roles of this position are both comprehensive and technical in nature, including assisting the Section Manager in establishing State Program goals and objectives; coordinating and managing fiscal and budgetary operations for the State Program, both for staffing and for statewide site work; overseeing all aspects of Brownfield grants from EPA, from application to budget management to reporting; directing the activities of consultants and staff as they relate to State Program contract work; developing financial reporting systems; developing and conducting program administration; coordinating monthly invoicing of program clients/applicants; develop and coordinate State Program metrics and reporting deliverables for MPCA leadership and legislative staff; and performing other duties as required.

Minimum Qualifications
Three years of advanced professional experience in contaminated site assessment and cleanup work, and demonstrated ability to lead projects, including such activities as budget management, strategic planning, identifying skills and resources, identifying and measuring outcomes and implementing project plans (advanced professional-level experience is equivalent to Senior Environmental Specialist/Environmental Specialist 3 level work); with:

Ability to effectively plan and oversee implementation of multi-faceted, complex projects with multiple stakeholders and deadlines.

Effective human relations skills sufficient to work with a variety of business partners and staff, and lead and facilitate communication on complex issues.

Ability to plan, coordinate, influence, negotiate with other agency staff, other government agencies or departments and state contractors.

Data analysis and data management skills necessary to identify and report information that is critical to program issues and decision-making.

Technical writing, public presentation, computer and communications skills.

Preferred Qualifications
Knowledge of:
The MPCA’s Brownfield program.
State contracting and purchasing processes.
Demonstrated experience in:
Leading and coordinating teams, including guiding and developing team members and monitoring individuals and team
performance.
Fiscal planning and budget management skills, including experience with state fiscal, contracting, and procurement databases and
procedures.
Interpreting policy and regulations and communicating to government entities and the public.
Ability to:
Work with the many different types of stakeholders with diverse interests and viewpoints.
Resolve potentially contentious, controversial, and complex environmental issues.

Physical Requirements
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small office equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Additional Requirements
Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
