Business Systems Analyst

DEPARTMENT: Information Technology

SALARY: $70,928.15 - $91,739.63

CURRENT HOURS AND STARTING TIME: Full-time (37.5 hours per week) position. The starting time for this position is currently 8:00 a.m.

Currently this position offers some flexibility, with a hybrid work arrangement combining both remote and in-office collaboration.

JOB SUMMARY:
Under the direction of the IT Program Manager, this position is responsible to identify, analyze, and generate business value through technology driven solutions for a variety of County departments. This position uses and maintains a high degree of understanding of business and system analyst methodologies and programming techniques and requires maintaining a high degree of visibility and communication with multiple levels of stakeholders. A strong and active client relationship is a key driver to effectively identify and define business opportunities where IT solutions will deliver business value.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Acts as a liaison between information technology user departments within the County to identify and analyze opportunities to optimize the customers’ business operations.

Acts as a primary business subject matter expert to ensure IT business solutions are in line with Information Technology strategic vision and guidelines.

Identifies and researches opportunities to integrate systems and simplify business operations with technology related solutions.

Evaluates computing system and procedures, conducts special studies to investigate new technologies and methodologies; provides recommendations as needed.

Works with users and IT technical staff to elicit business needs, identify business value, and create approved business system requirements. 

Uses structured analysis and design techniques to document and evaluate business operations. 

Documents business and system functional and non-functional requirements based on industry standard methodology and department practices.

Documents, reviews and analyzes new business requirements versus current procedures to clearly define and understand project requirements.

Acts as team leader for various projects, as directed.

Reviews the designs and deliverables with manager, user, project team and stakeholders.

Reviews and validates project requirements throughout the entire project lifecycle to ensure alignment of approved project scope, budget, and timeline. 

Ensures requirement changes follow change management policy. 

Works cooperatively with users and Information Technology department staff, vendors and clients to ensure fulfillment of business requirements.

Creates a measurable test plan that encompasses all phases of testing life cycle. 

Writes and ensures test cases cover all functional and non-functional business requirements in each phase of testing (unit, system, user acceptance and performance).

Validates that each testing phase satisfies defined quality standards.

Creates and maintains system/project technical documentation.

Proactively identifies and documents project risks.

Works directly with vendors and customers to resolve project and operational IT issues.

Creates, implements, and supports a comprehensive production support plan. 

Communicates timely and completes status updates throughout the lifecycle of an assignment.

Maintains living documents of the evolution of a client’s system and/or hardware.

Documents and supports Requests for Proposals (RFP) for new technology requests.

Ensures assigned clients IT service requests and incidents tickets are completed within service level requirements.

Proactively identifies and researches opportunities to integrate systems and simplify business operations with technology related solutions.

Maintains and grows knowledge of Information Technology through seminars, workshops, and other media to stay current and drive new solutions.

Operates an automobile while performing assigned job duties.

Performs related duties as assigned.

QUALIFICATIONS

Required Education and Experience 
A minimum of one of the following:  
  1. Bachelor’s Degree in Information Technology or a related field from an accredited college or university and at least two (2) years of experience in business analysis 
  2. Associate’s Degree (or a minimum of 60 completed credit hours) in Information Technology or a related field from an accredited college or university and at least five (5) years of experience in business analysis
  3. High school diploma or GED equivalent, active industry certification in business analysis, and at least nine (9) years of experience in business analysis 

Preferred Education and Experience
  • Experience in the core disciplines of business and system analyst methodologies and techniques 
  • Experience in writing functional and non-functional business requirements
  • Experience in requirement-based testing 

Required Licenses or Certifications
  • Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel

Preferred Licenses or Certifications
  • Certifications issued by International Institute of Business Analysis (IIBA) [eg. Entry Certificate in Business Analysis (ECBA), Certification of Competency in Business Analysis (CCBA), Certified Analysis Certification, etc.]
