PAY AND BENEFITS

Annual Pay Range: $57,344.73 - $72,534.18

Hourly Pay Range: $27.569584 - $34.872201

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas County's Department of Finance seeks a highly motivated, detail-oriented payroll processor to join our Payroll workgroup.

The Payroll Specialist is an advanced professional accounting position responsible for processing payroll using multiple payroll processing systems. The selected candidate will review, verify, balance, process payroll data, and maintain financial records related to payroll. In addition, the Payroll Specialist oversees payroll processing to ensure the delivery of accurate pay statements to employees and deduction payments to the appropriate provider(s).

This position deals with sensitive and confidential information and exercises independent judgment within the established policies and procedures. In addition, the Payroll Specialist responds to requests and inquiries from internal and external customers regarding payroll and time procedures, auditing payroll reports for compliance with established rules, regulations, bargaining union contracts, and all aspects of reporting to the Public Employees Retirement System (PERS).

Our Payroll Program processes approximately 61,000 paychecks annually to a population of approximately 2,200 employees. The Payroll Program's goal is to manage public funds responsibly by providing payroll consultation, inquiry response, reporting, and reconciliation services to county employees and departments so that employees are paid correctly and on time.

Required Minimum Qualifications/ Transferrable Skills:*

• A minimum of four (4) years of related experience in high volume payroll processing that would provide the required knowledge and skills to perform the responsibilities of this position
• Experience in processing payroll with computerized payroll and timekeeping systems, which included timesheet processing, reviewing and verifying payroll figures and records for accuracy, tracking vacation/sick leave usage, etc.
• Strong customer service skills in handling daily interaction with employees, supervisors and managers
• Ability to handle multiple situations at once and accurately track related details
• Must pass a criminal history check which may include national or state fingerprint records check
• Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Preferred Special Qualifications/ Transferrable Skills:*

• Experience processing payroll for state, local, or other government entityExperience with Public Employees Retirement System (PERS) processing
• Experience working with a population of at least 1,000 employees
• Intermediate proficiency level with Microsoft Excel
• Experience using PeopleSoft HRIS systems for HR and payroll processing
• Experience using accounting software in an integrated Financial Management Information System, preferably recent PeopleSoft financial applications experience

TYPICAL TASKS

Duties may include but are not limited to the following:

• Enters and maintains payroll data necessary to process payroll in compliance with Federal and State reporting requirements and ensures the timely and accurate processing of payroll records, documents and reports; checks, reviews and verifies payroll figures and records for accuracy; reconciles payroll errors.
• Establishes and maintains the payroll record keeping system to ensure financial accountability; balances and audits accounts; reviews payroll source documents for compliance with labor regulations, tax laws, and county policies; helps develops procedures and timelines for submission of source documents; attends conferences and training seminars to remain current with technologies, laws and regulations.
• Provides advice and assistance to departments in processing payroll records to be forwarded to central payroll; communicates regularly with staff from Finance, Human Resources and Technology Services departments regarding payroll and related human resource functions, and coordinates information with Human Resources staff regarding employee data and fringe benefits.
• Provides assistance explaining payroll-related accounting policies, procedures and systems to County employees and independent auditors.
• Ensures integrity in the functional application of the County's multiple union contracts and non-represented payroll group policies and procedures.
• Prepares and reviews federal, state and local tax returns and reports related to payroll, including tax withholding and retirement contributions; examines accounts and records to compute taxes according to prescribed rates, laws and regulations; ensures compliance with periodic tax payment, information reporting and other taxing authority requirements.
• Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for providing payroll services; aids in the creation, recommendation and implementation of policies and procedures; prepares various reports on payroll operations and activities.
• Troubleshoots payroll processing errors and system issues; generates standard, custom, and ad hoc reports; participates in the development, installation, upgrade, and modification of payroll and time keeping elements with human resource information or time and labor systems.
• Prepares, implements, and verifies voluntary and other forms of deductions, such as garnishments and tax withholding changes; implements set up and changes to employee direct deposit
• Researches PERS suspended records and process adjustments; audits Clackamas County payroll records to PERS records; determines and implements corrections to records; answers questions concerning PERS for employees and PERS representatives
• Audits and reconciles payroll accounts to the General Ledger

REQUIRED KNOWLEDGE AND SKILLS

Thorough knowledge of: Principles and practices of financial record keeping; specialized knowledge of payroll processing systems, procedures and controls applicable to payroll systems; computer equipment and software applications for payroll processing; federal, state and local statutes, rules and regulations applicable to payroll taxation, accounting and deductions; PERS statutory reporting; County personnel and benefits rules, policies and procedures; collective bargaining agreements and processes; English grammar and composition.

Skill to: Accurately process large volumes of data within strict, unalterable time lines; research and analyze complex payroll data; manage and document short term projects; prepare clear and concise financial reports; maintain ledgers and journals; interpret, explain, evaluate and recommend accounting and payroll policies and procedures; use computerized financial information and reporting systems; communicate effectively, both orally and in writing; respond to changes desired by county staff; establish and maintain effective working relationships with County employees, departments, independent auditors and the public.

WORK SCHEDULE

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
