Procurement Analyst
This position is in the Federal Motor Carrier Safety Administration (FMCSA), Office of Acquisitions Management (OAM). OAM’s primary function is to provide agency-wide leadership for acquisition functions to include contract execution; oversight for policies, purchase card, and workforce development programs; and business systems required to ensure the delivery of transparent, best-value acquisition solutions.
The Procurement Analyst:
- Is responsible for analytical and administrative functions in initiating, planning, developing, reviewing, and evaluating acquisition programs, policies, procedures, directives, and plans for FMCSA.
- Keeps abreast of new developments and requirements and maintains a comprehensive understanding of current Federal and departmental regulations and policies/procedures as they pertain to the effective operations of acquisitions and agreements.
- Performs reviews, analyses, and evaluations of changes in procurement regulations, policies, and procedures. Assesses the impact of changes in procurement on operations and assists in developing or updating OAM policies and procedures. Assists with the implementation and dissemination of the new or changed policy and/or guidance to FMCSA’s acquisition community.
- Researches and designs presentations on various acquisition-related topics, guidance, and initiatives. Independently synthesizes audit findings and turns them into actionable insights or corrective action. Prepares various reports for internal and external customers, including departmental management, OMB, and Congress.
The ideal candidate will have expert knowledge of Federal government contracting laws and policy techniques of contracting operations in order to develop and oversee new or revised policies and procedures for use by agency contracting personnel. The candidate must have excellent analytical, writing, and oral communication skills.
