Position Overview

The University of California, Agriculture and Natural Resources (UC ANR) offers a unique recruitment opportunity for a UC Cooperative Extension (UCCE) Community Economic Development Advisor. UC ANR operates a statewide network of researchers and educators dedicated to the development and application of knowledge to address local agricultural, environmental and health issues. Over 150 UC ANR UCCE advisors conduct research, outreach and education from locally based CE offices serving all 58 counties from 70+ locations throughout the state. Location Headquarters. Quincy, Plumas County, CA

Purpose. The Community Economic Development Advisor will implement an innovative extension education and applied research program around community economic development and health, the intersection of community planning, and disaster preparedness that will bolster the economy and resilience of agriculture, natural resources, and the community.

The position will involve:

• Developing, implementing, and evaluating a community needs assessment that will assist in the development of the extension education and research program.

• Coordinating with local entities to develop and implement strategies for supporting economic vitality and opportunities in local communities, agriculture, natural resources, and in independent small businesses.

• Strengthening economic resilience by fostering innovation, a diverse business community, and advance business planning to help businesses prepare for and overcome future disaster events.

• Efforts to support new and existing businesses in improving vertical integration, value-added manufacturing, shared marketing, access to capital, improved infrastructure/transportation, and other measures to bolster and improve efficiency have been shown to have the most significant payoff.

• Community planning and infrastructure development following devastating impacts of the recent wildfires as well as increasing preparedness for future disaster events.

• Enhancing individual, community and regional disaster resilience planning and recovery.

The Community Economic Development Advisor will develop and implement an extension education program that will have positive impacts on community economic development and resilience via business planning, and disaster preparedness. The position will assist residents, business owners, forest, range and agricultural landowners, food networks, communities, and local government by developing and extending science-based practices for economic soundness and for disaster preparedness, response, and recovery. The information will be disseminated through workshops, meetings, newsletters, social media, and local/regional partnerships.

Applied research and creative activity are expected to be aligned with the position description and determined by clientele needs, and include collaboration on projects, securing grant funding, and publications in relevant topical journals. The candidate may conduct applied research in the areas of community economic development, resilience and disaster preparedness, perform market opportunity analysis, and develop innovative models for rural economic prosperity and resiliency.

Counties of Responsibility. This position will be headquartered in Plumas County and also serve Lassen and Sierra Counties.

Reporting Relationship: The CE Advisor serves under the administrative guidance of the University of California Cooperative Extension (UCCE) County Director for Plumas/Sierra and Lassen Counties.

Qualifications and Skills Required

Required Qualifications

Education: A minimum of a Master's degree in community economic development, land use planning, emergency or risk management, or related field is required at the time of appointment.

Additional Requirements

• Ability and means to travel on a flexible schedule as needed, proof of liability and property damage insurance on vehicle used is required. Must possess valid California Driver's License to drive a County or University vehicle.

• Solid understanding of practical information technology application and needs in communities.

• This is not a remote position. The candidate must be available to work onsite.

Demonstrated excellence in written, oral and interpersonal and information technology communication skills. Public speaking to stakeholders is a routine part of this position.

Salary & Benefits

Salary: The salary range for this Cooperative Extension Advisor position is Assistant Rank, Step I ($74,500) to Step VI ($98,400). Step placement in the advisor series is based on applicable experience and professional qualifications.
