Job Description
With broad latitude to exercise independent judgment, the Chief Financial Officer oversees and supervises the day-to-day operations of the Finance and Support Services department and supports the Division’s long-term interdisciplinary projects and strategic planning and analysis. Finance and Support Services includes the Finance, Procurement, Accounts Payable, Receiving and Pharmacy Operations teams. The position offers independence to develop, organize, and manage inter-departmental projects and programmatic initiatives to improve workflows and services for our patients. This is a pivotal leadership position with latitude to pursue innovation as the Division embarks on bold new initiatives. The individual selected for this position will develop expertise in resource utilization and availability, budget and contracting options, and procurement efficiencies.
Responsibilities:
- Provides leadership, direction, and support of the Finance and Support Services department.
- Responsible for strategic fiscal planning, budget development/monitoring, and division-wide procurement and contracting processes.
- Advises the Senior Vice President of Correctional Health Services and CHS leadership on matters related to financial management, interdisciplinary projects, strategic planning and analysis, and fiscal best practices.
- Manages the daily operations and staff of the Finance, Procurement, Accounts Payable, Receiving and Pharmacy Operations teams.
- Critically reviews existing processes and develop and implement improvements.
- Oversees the annual budget planning process for both Expense and Capital and all required reporting.
- Identifies and prioritizes fiscal issues and recommends options and preferred course of action with supporting fiscal and policy analysis.
- Coordinates multi-disciplinary projects and conducts in-depth analyses related to the efficacy of resource allocation, productivity, and utilization.
- Supports the development, evaluation, implementation and monitoring of key correctional health programs and new initiatives in the New York City jail system.
- Evaluates new resource needs, identifies efficiencies, and forecasts and models new staffing configurations in collaboration with departmental leadership.
- Identifies creative ways to improve patient services, achieve fiscal efficiencies, and close budget gaps.
- Makes recommendations about reallocation of resources to support new initiatives.
- Supports the Division’s financial and procurement staff and develops and maintains innovative, collaborative workflows to meet all program needs.
- Communicates and collaborates strategically with external agencies (Mayor’s Office of Management and Budget, NYC Department of Correction, and NYC Department of Health and Mental Hygiene), System partners (H+H Central Finance, Office of Facilities Development, and Supply Chain), and affiliates.
- Creates and maintains staffing and financial reporting dashboards
- Manages funding and ensures compliance with all City, State, and Federal regulations.
- Performs other duties as assigned.

- Intellectual curiosity and aptitude for independent and proactive work at the intersection of financial, operational, and policy aspects of jail health care are essential to this role.
- Experience navigating City capital and expense financing processes.
- Excellent knowledge of Excel, Word, and PowerPoint.
- Strong interest in healthcare and criminal justice.
- Strong interpersonal and communication skills.
- Ability to work on multiple projects concurrently.
- Ability and enthusiasm to learn new concepts and technology.
Minimum Qualifications:
- A Master's degree from an accredited college or university in hospital administration, health care planning, business administration, public administration or an approved related program and seven (7) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and inter-organizational relationships, or related administrative or managerial functions; or
- A Baccalaureate degree from an accredited college or university and eight (8) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and inter-organizational relationships, or related administrative or managerial functions; or
- A satisfactory equivalent combination of education, training and experience. However, all candidates must have a minimum of a Bachelor’s Degree.
