GIS Fellow for the Nationwide Rivers Inventory

 Position.    GIS Fellow for Nationwide Rivers Inventory 

Duration.    11 Month Fellowship (52 weeks): Starting November 2023 through October 2024 (dates are dependent upon the start date.)

Location.    National Park Service Office – Santa Fe, NM, Washington, DC or Fort Collins, CO may be considered as work office locations, upon application.

 

Fellowship Description. 

Through the National Wild and Scenic Rivers System, the National Park Service manages nationally designated rivers in partnership with parks, local governments, councils, watershed groups and non-governmental organizations. NPS works at a national level with other agencies and nonprofit partners to maintain tools, resources, and networks that improve interagency coordination and service to the public to enhance protection and enjoyment of important river resources, including through the Interagency Wild and Scenic Rivers Coordinating Council (Council).

 

The GIS Fellow would support the NPS Wild and Scenic Rivers planning and GIS staff as well as interagency staff on the Council. This support will include nationally significant work to support the publicly available information related to the Wild and Scenic Rivers System, particularly the Nationwide Rivers Inventory. The GIS Fellow will have the opportunity to work with GIS staff who develop and review authoritative content and research and contribute to national data sets as part of an interagency task team that collaborates and coordinates GIS information for the National Wild and Scenic Rivers System. This team works to ensure data standards and quality are met. 

 

This fellowship position will include:

  • Working across federal agencies to support collaborative teams and projects for Wild and Scenic Rivers
  • Engaging with agency staff, partners, and working groups to build strong networks and  align resources to analyze and publish GIS data for the National Wild and Scenic Rivers System
  • Developing a strong understanding of the National Wild and Scenic Rivers System
  • Collecting and visualizing data for the National Wild and Scenic Rivers System 

Improvements will be geared toward increasing understanding and information sharing associated with designated rivers and rivers found eligible and/or suitable for future designation.

 

The GIS Fellow will spend the majority of their time being self-directed and working independently to complete complex tasks such as reviewing, correcting, and creating data, reviewing plans, and contributing to team goals. Each Fellow must be able to prioritize their time given multiple work assignments, meet agreed-upon deadlines, and be organized in their work. 

 

The GIS Fellow will have the opportunity to collaborate with NPS staff and to travel to related conferences or team meetings in the course of their work. A valid driver’s license is encouraged. 

 

Fellows will work and communicate with a HAF Program Manager during their fellowship. Fellows will be expected to participate in scheduled conference calls, webinars, and meetings conducted throughout their term. Fellows will capture photos and/or videos for reporting purposes and submit 3 blog posts highlighting their experience and development. Fellows will coordinate and participate in Latino Conservation Week 2024, scheduled during mid-July.

 

Requirements.

The ideal candidate:

  • is proficient in ArcGIS Pro has technical knowledge of GIS systems and software and ArcGIS platforms;
  • is proficient in and enjoys writing and communicating clearly; 
  • is able to think critically and apply technical skills to problems;
  • has confidence in their ability to review, enter, and create GIS data; 
  • has strong demonstrated research and analytical skills; 
  • is able to work effectively with a variety of people; 
  •  
  • Strong organizational skills; is a self-starter, able to create and follow-through on a workplan; 
  •  
  • Ability to meet deadlines and work under pressure and negotiate in a diplomatic and non-adversarial manner;
  • has a working interest in how equity interplays with conservation and how communities protect their lands and waters. 

 

Minimum Qualifications.

  • Age under 30 years old as of January 2024 (up to 35 for veterans) 
  • Open to a variety of bachelor’s or master’s degrees and recent grads with GIS and hydrology coursework and skills 
  • US citizenship or permanent residency; must undergo a government background check if selected.
  • Available to work full-time (40 hours per week)

 

Stipend + Benefits.

  • Stipend is $15/hour based on a full-time 40-hour/workweek schedule
  • Housing stipend of $175/week
  • Relocation stipend to defray cost of roundtrip travel to and from internship location
  • Health insurance coverage
  • Travel expenses paid to participate in HAF Cohort Conference (date tbd)
  • Professional development opportunities and travel funds for work assignments that align with Fellowship role and professional development goals
  • Public Land Corps (PLC) eligibility – after completing 640 hours, PLC status provides 2 years of special non-competitive hiring status when applying for certain federal positions

 

What you'll learn.

This is an exciting opportunity to work as part of an interagency team in collaboration with wild and scenic rivers program managers and other specialists from the Forest Service, National Park Service, Bureau of Land Management, and U.S. Fish and Wildlife Service, as well as other agency, academic, and nongovernmental partners with a focus on GIS development.

About the Wild and Scenic Rivers System:

The National Wild and Scenic Rivers (WSR) System is a collection of exceptional rivers that have been designated to protect their free-flowing condition, water quality, and outstanding natural, cultural, and recreational values for the enjoyment of present and future generations and to fulfill other vital conservation purposes. The National Wild and Scenic Rivers System includes 228 rivers today -- more than 13,000 river miles representing a fraction of 1% of U.S. river miles.

 

The National Park Service (NPS) provides support to NPS affiliated WSRs including rivers in park units, rivers managed in partnership with local agencies, and rivers managed by state agencies where NPS has a regulatory role. Its purpose is to protect and enhance river resources and meet other legislative requirements, improve internal and external communication and coordination, and educate NPS staff, stakeholders, and the public about the importance of WSRs. The work site will be located in Santa Fe, NM with the option of a work site in Washington, DC or Fort Collins, CO upon application. The historic building contains National Park Service staff across disciplines who work on wild and scenic rivers, national trails, cultural resources, and natural resources.  

 

One or more other Fellows will likely be in the immediate workplace. The work site depends upon a car or bike for access.  Housing in the Santa Fe area is quite expensive, so for personal budgeting purposes, the provided housing stipend should not be considered as adequate by itself; resourcefulness, flexibility, and effort will be required to secure acceptable, affordable housing.
