Under the direct supervision of the Section Chief for the Bureau of Water Resources in the Northeast Regional Office or other staff of higher grade, the candidate in this position will serve as an EAIII in the Wetlands Program and will be responsible for performing the following duties:

 

o   Evaluation of permit applications, project plans and specifications; inland and coastal wetland delineations; wildlife habitat analyses; coastal and inland floodplain analysis; engineering, hydrological and soils reports.  Provide correct and consistent interpretation of Program policies, guidance, and practices; review permits, reports, and other correspondence for accuracy prior to issuance;

 

o   Perform permitting, compliance and enforcement activities, including participating in site inspections; investigating complaints, permit violations and other incidents; conducting site visits for SOCs, SDAs and 401 WQCs; providing technical assistance to municipal officials, applicants and other state agencies; preparing comments on MEPA filings or other pre-permit consultations; and conducting enforcement actions;

 

o   Ensure that all permits assigned and compliance/enforcement matters are tracked and reviewed/approved or otherwise acted upon in accordance with applicable regulations, guidance and policies;

 

o   Participate in pre-application meetings in the regional office, and with MEPA and other local/state/ federal agencies;

 

o   Coordinate with other local, state, and federal agencies regarding permitting, compliance and enforcement of projects permitted under the Wetlands Protection Act and Section 401 and 404 of the Clean Water Act;

 

o   Participate in meetings with stakeholders, members of the public, municipal/state/federal representatives about issues within the scope of the Wetlands Program;

 

o   Participate in regional or departmental initiatives;

 

o   Perform other duties and related work as assigned.

 

Preferred Work Experience:   

 

o   Demonstrated the ability to ensure accountability; ability to manage competing priorities; and ability to communicate professionally;

 

o   Demonstrated experience and knowledge of the Wetlands Protection Act and Regulations, Section 401/404 of the Clean Waters Act, related MassDEP policies and procedures; knowledge of the inter-relationship between the state and federal 401/404 programs; and familiarity with MassDEP’s Wetlands Program;

 

o   Demonstrated ability and experience reviewing plans, including grading plans; specifications for sediment/erosion controls and stormwater BMPs; and a deep understanding of the wetlands regulations as they pertain to complex projects;

 

o   Demonstrated ability to interpret regulations, plans, technical information and to convey that information clearly and concisely;

 

o   Demonstrated ability to write permits, interpret and apply permit conditions and evaluate compliance of projects in the field;

 

o   Demonstrated ability to maintain effective working relationships and to work in teams;

 

o   Demonstrated ability to communicate clearly both orally and in writing, including the ability to explain technical matters in non-technical language;

 

o   Demonstrated experience conducting site inspections for projects subject to the WPA and determining or evaluating wetland boundary delineations under Mass.Regulations and MassDEP policies for both inland and coastal sites;

 

o   Knowledge of soils, geology, hydrology and hydrogeology and the principles and practices relative to site management of sediment, erosion, and stormwater sufficient to participate in technical discussions relative to stormwater management and sediment/erosion control at sites;

 

o   Familiarity with MassDEP enforcement processes.  Demonstrated ability to prepare accurate, clearly written reports on specific aspects of enforcement cases; ability to negotiate agreements with parties as part of the enforcement process;

 

o   Experience working with conservation commissions, consultants, engineers, municipal officials, and others;

 

o   Strong ability and experience using Word, Excel, Access, ArcView GIS; ability to learn other MassDEP database programs.

 

 

Qualifications - External

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. 

 

Substitutions: 

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* 

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* 

 

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

 

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
