People Operations Specialist

Union Settlement is an East Harlem based nonprofit organization founded in 1895. For 128 years, Union Settlement has provided critical and innovative programming to children, youth, families, and older adults. Position: People Operations Specialist

Department: People Operations (Human Resources)

Reports to: Director of People Operations

Hours: Full-time

Salary: $63,000 -$75,000

FLSA: Exempt

Location: Full-time; potential for hybrid schedule (2 day remote)

Position Summary:

The People Operations Specialist contributes to the accomplishment of Human Resources practices and objectives that promote a collaborative, client-oriented, high-performance culture, and the recruitment and ongoing development of a superior workforce. In this unique role, they will work in a cohesive and collaborative team environment, familiarizing themselves with all HR functional areas, support strategic initiatives, and developing key relationships with our Senior Team and departments provide back-up team support as necessary. They carry out responsibilities in some or all the following functional areas: HRIS, employee relations, talent acquisition, benefits and wellness, compliance, organizational development, DEIAB engagement, and administration. They serve as a key representative of the department providing customer-interface and serving as a resource to employees and partners at all levels. The ideal candidate thrives in managing diversity of tasks, client service, and the development of a holistic portfolio of HR skills and experience.


Responsibilities:


Organizational Development/Effectiveness

  • Provides first-class customer-service; serve as the resource lead with candidates, employees, organizations, partnering agencies and providers.
  • Assists with the development and administration of programs, procedures, and guidelines to help align the workforce with strategic goals.
  • Evaluates, builds, and maintains a wide variety of HR related strategic initiatives that include talent and onboarding, HRIS, DEIAB engagement, rewards and recognition, employee relations and learning and development.
  • Establishes partnerships and alliances with institutions/vendors to broaden HR’s reach; advances strategic initiatives for organizational effectiveness.
  • Participates on committees, perform special projects, and other duties based on organizational needs.


Talent Attraction and Acquisition

  • Defines and executes recruiting brand, sourcing and retention strategy to attract employees supporting short- and long-term business needs in collaboration with Director of People Operations; administers HRIS relevant modules.
  • Proactively engages with hiring managers to identify staffing needs.
  • Responsible for timely maintenance, updates, and posting of information to appropriate sites or department, such as job boards and employment sites.
  • Conducts competitive mapping, collects market intelligence, completes reports, and analyzes hiring trends that will strengthen our strategy; builds pipelines that anticipate future needs.
  • Co-leads all onboarding activities ensuring new hires are ready for start (ie. pre-employment documentation), have effective orientation and introduction to resources needed to be successful.
  • Supports employee benefits, both union and non-union, and responds to provider/employee queries.


Employee Relations and Policy Administration

  • Interprets, educates and provides support and counsel on policies; ensures fair and consistent application of policies, procedures, and laws.
  • Works in partnership with Chief Human Resources Officer and Director of People Operations to facilitate the management of employee relations issues, internal investigations, compliance, litigation avoidance, and resolution.


Compliance

  • Supports FT and PT human resource files in accordance with legal requirements, company policies and procedures; initiates/prepares yearly audits.
  • Develops HR compliance organizational strategies by contributing information, analysis, and recommendations to strategic thinking and direction.
  • Prepares communications to employees; ensures adherence to timeline requirements; provides training.
  • Runs ad hoc internal and external reports and metrics, and supports distribution.


Rewards and Recognition

  • Supports the development and implementation of a sustainable rewards and recognition program that acknowledges employees’ contributions.
  • Assists with coordination and execution of company-wide special events and HR initiatives.

 


Qualifications:

  • Minimum of a Bachelor’s degree with specialization in Human Resources/People Operations or related field; equivalent combination of experience and education may be considered with extensive experience, Master’s ideal.
  • Five (5) years of progressive HR experience; Human Resources Certification (PHR, SHRM-CP or higher) or interest is a plus; union environments a plus.
  • Successful candidates will demonstrate People and Culture expertise as well as exceptional communications, project management, and relationship-building skills.
  • Familiarity/working knowledge with DOH, DOE, DYFTA, OMH, PETS, SCR, Background Checks, and/or clearance databases and processes ideal.
  • Experience supporting and being adaptive to groups in multicultural environments.
  • Skilled at gathering and examining data (quantitative and qualitative) and metrics to improve the organization.
  • Must have knowledge of office administrative procedures, human resources law and practices, and employee programs.
  • Ability to handle matters of confidentiality with utmost tact and diplomacy.
  • Experience and knowledge with change management principles, methodologies and tools.
  • Excellent computer skills and proficiency with Excel, Word and PowerPoint, ATS/HRIS – ADP Workforce Now or comparable platforms.
  • High energy, excellent communication, and presentation skills, both verbal and written.
  • Proven track record of excellent follow-through on assignments.
  • Business acumen, ethical decision making and relationship management skills to build credibility and be sought as a trusted advisor.
  • An appreciation for the needs of the East Harlem community and the importance of the social service work performed by Union Settlement.
