U.S. Department of Energy (DOE) is hiring Risk Analysts! If you have strong analytical skills and a problem-solving mindset, we have an opportunity to use those skills to support DOE’s Office of Research, Technology, and Economic Security (RTES). The RTES Office is in the DOE Office of International Affairs. The RTES Office’s responsibilities include identifying and addressing potential security risks that threaten the scientific enterprise; developing risk mitigation strategies; conducting outreach activities for stakeholders; educating DOE program offices on potential security risks; and conducting or facilitating risk assessments of projects seeking DOE funding and ongoing DOE-supported projects.

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
 

As a Risk Analyst you may:

  • Conduct risk-based due diligence reviews using open sources to provide written and verbal analyses of potential risks to national security, economic competitiveness, and U.S. technological leadership.
  • Utilize specialized expertise to articulate comprehensive profiles and risk frameworks of the supply chain, technology, and foreign affiliations of private sector entities or companies.
  • Advise on potential risk mitigation measures and how to best incorporate them into a DOE agreement.

 

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience for this position includes:

  • Gathering and analyzing information related to potential program, operational or enterprise-level risks; AND
  • Recommending mitigation measures for identified security risks; AND
  • Creating reports on risk data and ensuring reports are tailored to the recipient-audience.

NOTE: There is no substitution of education for specialized experience at the GS-13 level.

  • Gathering and analyzing information related to potential program, operational or enterprise-level risks; AND
  • Recommending mitigation measures for identified security risks; AND
  • Creating reports on risk data and ensuring reports are tailored to the recipient-audience; AND
  • Assisting in the development of new risk policies and procedures.

NOTE: There is no substitution of education for specialized experience at the GS-14 level.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
