TPWD MISSION

To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION:

This position provides a unique opportunity to work with a diverse and dedicated group of professionals, located in Austin and throughout the State of Texas, who are committed to carrying our TPWD's mission by delivering planning, design and construction projects and carrying our a wide variety of land conservation projects.

The Infrastructure Division provides design and construction project management expertise for the repair and development of all built-environment facilities for the Texas Parks and Wildlife Department (TPWD). Additionally, the division’s Land Conservation Program Branch provides land transaction and land conservation services, including land acquisition and disposition, leasing, negotiation of third-party surface uses, and real estate administration. Under the direction of the Operational Programs and Policy (OPP) Branch Manager, this position performs moderately complex (journey-level) professional administrative and procedural development work. Work involves interpreting, developing, refining, and tracking policies, procedures, guidelines, flowcharts, and forms; recommending procedural and process improvements; and assisting branches with the preparation of operations and procedures manuals. Provides administrative, programmatic, and operational support to the Operational Programs and Policy Branch Manager, the Deputy Division Director, the Division Director, and the division’s leadership teams. Assists management, staff, and customer divisions with technical and moderately complex administrative functions to ensure the division is operating efficiently and effectively. Serves as content manager for the division’s intranet pages and the branch’s SharePoint pages. Maintains data and reporting in the division’s legislative reports database. Works under general supervision, with limited latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations, and procedures.

 

Qualifications

 

MINIMUM QUALIFICATIONS:

Education:

Graduation from an accredited four-year college or university with a Bachelor’s degree.

NOTE: Official transcript copies are required.

Experience:

Two years’ relevant full-time professional experience in one or more of the following areas:  interpretation and development of policies, procedures, desk manuals, flowcharts, forms, rules, regulations, guidelines, and/or standards; analyzing, interpreting, and documenting moderately-complex manual and automated business methods and systems; business administration process mapping and process improvements; professional business writing; administering or managing moderately complex business administration projects and/or programs; or related field.

Licensure:   

If driving is required, applicant must possess a valid State driver’s license.

 

ACCEPTABLE SUBSTITUTIONS:

Education:

Graduation from an accredited college or university with an associate degree with two additional years of the required work experience may substitute for the required education.

 

PREFERRED QUALIFICATIONS:

Education:  

Graduation from an accredited four-year college or university with a bachelor’s degree with major coursework in one or more of the following fields:  business administration, professional or technical writing, communications, public administration, political science, public policy, English, government, project management, or closely related field.

Experience:

Two years of the required full-time experience that also includes work in the following fields/areas:  public sector/government, especially related to the position’s job functions; project management support, especially in a minor and/or capital construction project field; using automated tools to extract data from primary and secondary sources and reorganizing data in a readable format; document and content management systems; legal; professional design and construction project delivery support; and/or planning and coordination of public sector/government projects and/or programs, especially related to the division’s programs;

Proficiency with web-based collaborative content management systems;

Familiarity with construction-management software.

Licensure and/or Coursework

Current certification or in progress:  Project Management Professional (PMP) Certification or Certified Associate in Project Management (CAPM) Certification or related certification;

Courses (to include continuing education) in writing policies and procedures, technical writing, business writing/communication, or related topics.

Knowledge of local, state, and federal laws and regulations and processes relevant to the division’s business functions;

Knowledge of public and/or governmental agency policies and procedures and state legislative processes;

Ability to organize, plan, prioritize, and accurately track and report on multiple active and pending tasks and projects, while maintaining flexibility when faced with frequent interruptions and changing priorities;

Ability to communicate succinctly and diplomatically, both written and verbally, to a diverse group of cross-functional teams;

Ability to build consensus with team members as a self-motivated problem solver by analyzing complex information, recommending alternative solutions, and implementing change;

Ability to conduct work activities in accordance with TPWD safety program.

 

WORKING CONDITIONS:

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;

Required to work overtime as necessary;

This position is suitable to telework two days per week and the candidate may be allowed to telework with supervisor approval;

Required to travel 5% with possible overnight stays;

May be required to operate a State vehicle;

Must conform to TPWD dress and grooming standards, work rules, and safety procedures;
