Job Description:
 

JOB SUMMARY

As a member of Post-Award Services in the Office of Sponsored Programs Administration (SPA), this position employs New York State, Research Foundation, SUNY and UAlbany procedures, rules and regulations in the procurement of goods and services and in support of the research community at the University at Albany.

ESSENTIAL FUNCTIONS

  • Purchase equipment, supplies, and services in accordance with Research Foundation, and where applicable, State, SUNY and UAlbany rules and regulations. Communicate effectively with all stakeholders.
  • Utilize NYS contracts as purchasing sources when appropriate.
  • Apply appropriate procurement standards towards procurements requiring formal proposal and bid procedures.
  • Conduct review, negotiation, and creation of standard contracts (such as service and maintenance contracts) for completion and accuracy.
  • Maximize solicitations and awards made to Minority Women Business Enterprises (MWBE) vendors in accordance with State, SUNY, Research Foundation and campus policies and procedures.
  • Conduct outreach meetings to provide training on the procurement process with the campus community.
  • Participate in educational development including but not limited to new legislation (state & federal), SUNY policy and sponsor regulations/guidelines.

Requirements:
 

MINIMUM REQUIREMENTS

  • Education: A bachelor's degree from a college or university accredited by a USDOE, or an internationally recognized accrediting organization in a relevant field such as business administration, supply chain management, finance, or a related discipline. This provides a foundational understanding of procurement principles, financial analysis, and vendor management.
  • Experience: At least 2-3 years of experience in purchasing, procurement, or related roles.
  • Communication: Strong Analytical Skills: Proficiency in analyzing data, conducting cost-benefit analyses, and negotiating pricing with vendors. The ability to assess bids, compare product features, evaluate total cost of ownership, and identify opportunities for cost savings is crucial for a purchasing associate to make informed decisions and achieve optimal outcomes.
  • Excellent communication skills, both written and verbal, are essential for interacting with researchers, vendors, and other stakeholders. The purchasing associate should be able to effectively communicate purchasing policies, negotiate contracts, resolve conflicts, and build positive relationships. Additionally, strong collaboration skills enable the associate to work closely with faculty, staff, and finance departments to ensure seamless procurement processes and compliance.
  • Teamwork and Collaboration: A strong focus on teamwork and collaboration is vital in a diverse environment. The ability to work effectively with colleagues from diverse backgrounds, leveraging their strengths and valuing their contributions, fosters a sense of belonging and promotes a collaborative and inclusive work culture.

Preferred Requirements:

  • Knowledge of Research Procurement: Demonstrated knowledge of research procurement practices, including familiarity with scientific equipment, laboratory supplies, specialized software, and services typically utilized in a university research setting. Understanding the unique requirements of research-related purchasing ensures effective coordination with researchers, compliance with grant funding regulations, and adherence to university policies.

Additional Information:
 

Salary Range:  $58,000 - $65,000 

Subject to change, this position may be eligible for up to 60% alternative workplace arrangement after a six-month probationary period.
