Watershed Planning Program, Nonpoint Source Management Section

The Nonpoint Source (NPS) Management Section in the Watershed Planning Program coordinates the restoration of waters impaired by NPS pollution and the protection of healthy waters by developing and implementing the Massachusetts NPS Management Program Plan, which is a five-year planning document. To that end, the NPS Section manages two grant programs related to water quality: the Clean Water Act (CWA) Section 319 NPS Competitive Grant Program and the CWA Section 604(b) Water Quality Management Planning Grant Program. The NPS Section has implemented initiatives to increase and improve the number and quality of grant proposals it receives by increasing outreach and building capacity through technical support to potential grant applicants.  For instance, to help communities develop new project ideas for competitive grant proposals, an online GIS-based capacity building tool in development will showcase 319 and 604(b) grant-funded projects as successful examples, along with a collection of geospatial layers. Additionally, MassDEP has received increased funding through the Bipartisan Infrastructure Law (BIL) to address climate resiliency and environmental justice through the 604(b) grant program.

The NPS Section seeks an intern to support and enhance the delivery of high-quality programs and technical support to applicants and grantees. The intern will support implementation of the BIL; assist with the development of the 2025-2029 NPS Management Program Plan; develop an NPS Success Story highlighting a successful grant project for submittal to EPA; work independently to maintain and update the 319 and 604(b) grant databases and GIS data layers; develop supporting information for the map viewer, such as a User’s Guide and instructional video; update content on the NPS website; and other assigned tasks. The intern will document project development and activities for future reference.

Intern duties will include:
1.    Assist with the implementation of equity and climate resiliency goals.
2.    Assist with the development of the 2025-2029 NPS Management Program Plan.
3.    Update the NPS projects map viewer databases and ArcGIS layers, as needed.
4.    Develop/update project documentation such as a map viewer user’s guide and instructional video, grant materials, and SOPs.
5.    Work with MassDEP GIS staff to explore additional online visualization tools.
6.    Develop an NPS grant project success story.
7.    Update the NPS website to include links to databases and the map viewer.
8.    Develop Story Maps of select projects.
