 ENVIRONMENTAL PLANNER 3

 

Habitat Program – Region 2

Wenatchee, Washington – Chelan County

 

This position may be eligible for telework.  The default assigned work location of all WDFW positions – both on-site and telework-eligible positions – are within the State of Washington.   Frequency of onsite work will vary based on business and operational needs.

Provide technical guidance, consultation, and recommendations to the regional team regarding land use planning actions.

 

Monitor and understand strengths and deficiencies of key watershed indicators resulting from implementing existing land use plans and actions, to recommend changes to land use plans and actions that better manage natural resources for no net loss and/or net ecological gain.

Picture yourself, as the subject matter expert of the Growth Management Act (GMA) and the Shoreline Management Act (SMA) providing technical assistance in regional land use forums to achieve WDFW conservation goals.

 

In this dynamic role, you will coordinate the implementation of Best Available Science in local planning efforts.

 

With your experience, you will work to ensure that habitat exists in sufficient quantity and quality to achieve fish and wildlife conservation, recovery, harvest, and recreational goals.

 

Duties

 

Here is some of what our Regional Land Use Planning Lead will enjoy doing:

 

Fish, wildlife, and habitat conservation priorities – Pursue fish, wildlife, and habitat conservation priorities of WDFW through engagement in and influence of land use plans and actions, including Comprehensive Plan Updates: 

  • Provide consultation to the Regional Habitat Program Manager and regional teams regarding strategic technical assistance, insights, and observations on effectiveness and implementation of land use plans and actions relative to fish, wildlife, and habitat conservation.
  • Strategically engage local jurisdictions to provide insights and observations on plan effectiveness. Provide planning solutions that fill the gap between existing plan effectiveness and meeting fish, wildlife, and habitat conservation needs.

 

Land use coordination – Provide coordination and consultation between the Land Use Conservation & Policy Section and Regional Operations, to identify, monitor, and characterize the effects and outcomes of local lands use plans and actions relative to regional fish, wildlife, and habitat priorities, and any available data on key watershed indicators: 

  • Provide superior customer service to WDFW Habitat Program staff in support of land use planning and project level technical assistance and engagement in local planning efforts.
  • Develop a thorough understanding of local land use plans and actions and analyze their effects on regional fish, wildlife, and habitat priorities in order to be able to recommend practices that will avoid, minimize, or compensate for impacts to those priorities.
  • With support from Regional Operations and Ecosystem Services Division, stay abreast of any data regarding status and trends of local fish, wildlife, and habitats, including any available watershed health indicators.

 

WORKING CONDITIONS:

  • Work Setting, including hazards:
    • Works primarily in office and meeting settings; travels to meetings within the Region and statewide, as needed. Office hazards include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time, sitting or standing for long periods of time.
    • Capable of walking over rough terrain for short distances (<1 mile) regularly or occasionally over long distances (several miles).
    • Must be able to negotiate water in emergency situations.
  • Schedule:
    • Typically, Monday – Friday, 8:00 AM to 5:00 PM.
    • Occasional evening meetings are required.
    • Willingness and ability to work extended hours as necessary to complete assignments.
  • Travel Requirements:
    • Up to 15% of the time, periodic statewide or regional travel and occasional attendance at evening meetings required.
    • May include extended travel and evening or overnight trips.
  • Tools and Equipment:
    • Laptop computer and remote access to internal WDFW applications. Cell phone.
  • Customer Interactions:
    • This position interacts with state agency, tribal, and local governments staff and leads, including Ecology, Commerce, county commissioners, tribal staff, and the public. These interactions involve helping to inform WDFWs position on land use planning. Effective negotiation with clients, local government, tribal governments.

 

Qualifications

REQUIRED QUALIFICATIONS:

  • A Bachelor of Science degree in one of the following:
    • Land use, urban, regional, environmental, or natural resource planning.
    • Natural resource management.
    • Land use or environmental law.
    • Public administration with an environmental emphasis.
    • Or closely related field.

And
 

  • Two (2) years of professional (paid) experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
    • Please note:
      • A Master’s in the applicable science will substitute for one (1) year of required experience.
      • A Doctorate degree in the applicable science will substitute for two (2) years of required experience.


Competencies:

  • Working understanding of advanced principles of management, including strategic planning, developing and monitoring budgets, contract negotiation, program/project management, conflict resolution.
  • Write and speak about complex or controversial information in a way that is both understandable and non-confrontational to different audiences.

 
PREFERRED QUALIFICATIONS:

  • A Master's degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.

And

  • Four (4) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.


Preferred Competencies:

Technical:

  • Applied fish and wildlife management techniques.
  • General ecological principles and practices.
  • Conservation and restoration biology.
  • Environmental engineering principles.
  • Working knowledge of marine, nearshore, and freshwater ecosystems.


Regulatory/Policy:

  • Environmental regulations including SEPA, HPA, Clean Water Act, Endangered Species Act, Growth Management Act, and Shoreline Management Act.
  • Human influences to aquatic ecosystems.
  • Advocacy based on goals of WDFW (protect and restore ecosystem function and processes for fish and wildlife habitat).
