Senior Program Manager, Active Living

City of Boston Residency Required

JOB DESCRIPTION

The mission of the Boston Public Health Commission is to work in partnership with communities to protect and promote the health and well-being of all Boston residents, especially those impacted by racism and systemic inequities.

Manages Division and Commission initiatives that focus on active living and physical activity. Manages additional selected projects within the Division that may change over time. Focus of division and projects are obesity and chronic disease prevention, with a priority on addressing racial, ethnic, and other inequities in health outcomes through policy, systems and environmental approaches in diverse sectors of the community. Provides planning and operational support to additional projects as team member.

Examples of Specific Duties:

  • Stays current in best practices for active living, physical activity, and chronic disease and obesity prevention.
  • Acts as Division lead for physical activity promotion initiatives
    • Lead BPHC program management for active living and physical activity to create Policy Systems and environment strategies to decrease chronic diseases
    • Leads program management of the Boston Parks Summer Fitness Series (SFS) in partnership with the Boston Parks and Recreation department, including leading all aspects of planning, implementation, community engagement, communication, community promotion and evaluation. Examples of activities include recruiting fitness instructors, setting the SFS class schedule in coordination with Parks dept., organizing city-wide SFS promotion activities, attending classes, and engaging with instructors and participants, tracking class participation and additional evaluation and reporting activities.
    • Provides technical assistance within BPHC and to organizations and other city departments implementing active living and wellness initiatives.
    • Supports physical activity initiatives focused on aging populations within the Age Strong Commission and Boston Housing Authority.
  • Acts as Division lead for active transportation and active living by design initiatives.
    • Works closely with the Boston Transportation Department's (BTD) active transportation planning teams to support community engagement of their complete streets projects. Supports Boston Bikes initiatives including Blue Bikes and Learn to Ride programs.
    • Manages Boston Safe Routes to School (SRTS) Task Force activities. Coordinates on SRTS programming with other city agencies including BTD, Boston Public Schools and the MA SRTS Program.
    • Manages projects related to city grants focused on active living and active mobility.
    • Manages BPHC's injury prevention bicycling program including bike helmet distribution and promotions.
  • Promotes principles of health equity and racial justice in program development and implementation. Has demonstrated knowledge and understanding of the social determinants of health impact on development of chronic disease.
  • Understands importance of policy, system, and environmental change strategies to supporting active living
  • Develops and implements program work plans, and timelines.
  • Manages program budget and expenditures. Manages sub-contracts with community partners.
  • Coordinates and facilitates partnerships with internal and external partners to develop, implement and monitor program initiatives.
  • Represents BPHC at community and partnership events.
  • Responsible for data management, analysis and reporting for assigned projects.
  • Functions as part of overall team, providing leadership or staff support for different initiatives.
  • May supervise division program coordinators, interns, and volunteers as appropriate.
  • Meets regularly with Division Director regarding all aspects of program operations, including but not limited to matters pertaining to program staff and other confidential matters.
  • Works in a confidential capacity. Operates independently. Uses independent judgment and discretion to make decisions affecting the department and staff as it relates to unit operations/services and BPHC policy. Make and recommend management and personnel decisions for, including but not limited to promotion, transfer and assignment of staff, and imposition of discipline.
  • Performs other duties as required.

MINIMUM QUALIFICATIONS:

  • Masters degree in public health or related discipline with minimum 2 year experience in program development, implementation, or policy in public health, active living, active transportation, physical activity or related field; OR BA/BS and at least 4 years of relevant experience in program development, implementation, education, or policy in public/community health or related field; OR a High School Diploma/GED and at least 6 years of program development, implementation, education or policy in public/community health or related field.
  • Demonstrated interest, experience and commitment to role of physical activity and active lifestyles in maintaining and improving health. Experience in physical activity programming strongly preferred.
  • Certified Fitness Instructor a plus.
  • Demonstrated ability to plan, implement, and manage public health or community health programs.
  • Understanding of and commitment to role of public health in promoting racial justice and health equity. Understanding and ability to speak to the connection between racism, health and other social outcomes for people of color.
  • Demonstrated ability to establish effective communications and working relationships with community agencies and providers towards systemic change.
  • Excellent interpersonal skills, including ability to establish and maintain rapport with others and to function as member of a team.
  • Excellent written and verbal communication skills, including ability to prepare reports and to maintain accurate records.
  • Ability to work independently and exercise sound judgment.
  • Exceptional organizational skills with the ability of developing timelines and meeting deadlines.
  • Ability to be flexible and prioritize to meet deadlines and accomplish priority work.
  • Good facilitation skills.
  • Advanced knowledge & experience with MSOffice, MSWord/Excel, PowerPoint, and Windows software.
  • Demonstrated cultural competence with the diverse ethnic, cultural and socio-economic groups.
  • Familiarity with Boston neighborhoods and community-based organizations preferred.
  • Bilingual and/or bicultural applicants encouraged to apply.
  • Valid Massachusetts driver's license required. Ability to commute to meetings in city in own vehicle (car or bicycle) required.

Requires occasional evening and weekend time commitment for community events, especially during summer programing May-August
