Program Officer

The Program Officer (PO) for Agriculture and Food Security will support the USAID-funded Farmer-to-Farmer Program (F2F) with agriculture and rural development technical expertise to recruit highly skilled and qualified volunteer experts, ensure high quality and appropriate volunteer deliverables, scopes of work, donor reports, and support with program monitoring and evaluation (M&E). The PO will also support with overseeing and backstopping F2F Field Office operations. This position reports to the Associate Director of Agriculture and Food Security.  This position will be based in the Washington DC metropolitan area.

Essential / Primary Functions

  • Recruit highly qualified F2F volunteers to complete 2-4 week technical assignments in Latin America and the Caribbean;
  • Collaborate with Field Office staff to develop high-quality scopes of work that are demand-driven based on host organization needs;
  • Conduct volunteer orientations on assignment expectations and deliverables;
  • Review and approve volunteer trip reports and recommendations forms for appropriateness;
  • Assist in developing and updating the F2F programmatic M&E database;
  • Review M&E data and reports for quality/completeness;
  • Review assignment deliverables and input relevant information into M&E database;
  • Provide backstop support to F2F Field Offices on technical, financial, and administrative tasks;
  • Track the progress of the F2F Field Offices in meeting program targets and technical deliverables;
  • Contribute to development of semi-annual and annual reports for USAID;
  • Assist with processing volunteer and staff reimbursements;
  • Assist with communications, outreach, and event planning;
  • Assist with the preparation of new proposals and concept notes, as needed; and
  • Other tasks as assigned.

Qualifications & Minimum Requirements

  • Minimum of two years of professional experience required;
  • Bachelor’s degree in related field required;
  • Possess international agricultural development experience (preferred);
  • Possess volunteer management and/or M&E experience (preferred);
  • Ability to meet deadlines and multi-task;
  • Ability to work and collaborate with teams in a multicultural setting;
  • Excellent written skills;
  • Excellent attention to detail;
  • Familiarity with USG rules and regulations (preferred);
  • Spanish proficiency (strongly preferred).
  • Independent, proactive worker that meets
  • Must be able to travel internationally to and from the United States without need for visa sponsorship.
  • Travel up to 25%
  • Ability to conduct desk research, write effectively, and think critically.
  • Demonstrates consistency in quality of work and productivity.
  • Ability to work in a team and independently
  • Ability to quickly learn and use skills required for the job
