Research Scientist II (Health Informatics) JR- 0000259

Responsibilities
The Research Scientist II will perform activities for the Universal Public Health Node in support of the National Instant Criminal Background Check System (NICS) grant. The incumbent will be responsible for HL7 data parsing, data transformation to XML, reconciliation of negative acknowledgements from hospitals and OMH and production of HL7 acknowledgment messages to facilities participating in automated data exchange. The incumbent will work to support ongoing activities, as well as supporting new facilities in transitioning from manual entry of cases to automated entry. The incumbent will coordinate the automated transfer including reviewing test messages and performing a comparison of manual and automated data during side-by-side testing to ensure confidence in data quality. The incumbent will produce reports on data validation, timeliness, and quality, as well as perform outreach to facilities to reconcile outstanding records and encourage timely reporting of quality data. Minimum Qualifications
Bachelor's degree in Epidemiology, Biostatistics, Computer Science, Public Health, or a related field and three years of research experience; OR a Master’s degree in a related field and two years of research experience; OR a Doctorate in a related field. 

Preferred Qualifications

At least three years of experience in the areas of public health, medical or healthcare informatics, including clinical or public health data quality assessment, control, management and analysis, and health information technology. At least two years use of clinical data, including coding systems (e.g., ICD-9), relational databases, and HL7 data-interchange standard. At least three years of experience in data management, computer programming, and management of large databases. At least two years of experience examining and cleansing data for completeness and accuracy, extracting pertinent data from existing systems, and preparing tables and clear narrative descriptions of the data and the analysis. At least two years of experience using SAS software to generate statistical reports. SAS programming certification.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required. 

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting is unavailable.
