Program Manager - Community Health Education Center (CHEC)

Job Description

The mission of the Boston Public Health Commission (BPHC) is to protect, preserve, and promote the health and well-being of all Boston residents, particularly the most vulnerable. The BPHC envisions a thriving Boston where all residents live healthy, fulfilling lives free of racism, poverty, violence, and other systems of oppression. The BPHC sets an expectation that all staff and leadership commit, individually and as part of the BPHC team, to hold ourselves accountable to establishing a culture of antiracism and advance racial equity and justice through each of our bureaus, programs, and offices.

The Boston Public Health Commission's Community Health Education Center (CHEC) provides high quality, comprehensive and affordable training, and professional development to community health workers (CHWs) and their supervisors. CHEC's mission is to build the capacity of CHWs to deliver high quality health education, advocacy, and referral services to community members. CHEC trainings prepare CHWs in the core competencies required for Massachusetts CHW Certification, and strategies to provide effective community outreach and health education in community settings. The program is part of the Consortium for Professional Development.

Duties

  • Provide support and assistance to the Consortium of Professional Development in meeting its goals and objectives. Leverage resources to support CHEC, Consortium and BPHC workforce development goals.
  • Works with the Director to oversee the operations and delivery of CHEC's training programs and other program activities to achieve its mission.
  • Manages curriculum development under guidance of Director.
  • Oversees the ongoing assessment of training needs of community health workers with a focus on MA CHW standards of practice and health equity in training programs.
  • Collaboratively develops and implements system for on-going training and program activity review, evaluation, and improvement. Collaborates with Director to regularly monitor developed training programs and activities to ensure quality standards and receive effective consumer and/or stakeholder feedback.
  • Ensure programming responds to the training and professional development needs of the CHW workforce, advances racial justice and health equity principles, and reflects the cultural, ethnic, and linguistic diversity of the workforce and community.
  • Leads the identification of, and on-going recruitment for, a robust pool of qualified trainers including, but not limited to: BPHC staff trainers, community-based training consultants, diverse field expert consultants and CHW co-facilitators.
  • Leads the oversight, coaching and evaluation of the training team with the Director.
  • Develops and implements plan to promote CHEC's and BPHC workforce training programs including meetings with external agencies, disseminating promotional information to stakeholders and relationships with new or emerging informational outlets.
  • Supports CHEC's electronic promotional activities through direct activities or management of assigned staff and interns to curate an effective, interactive, and inclusive web and social media presence within BPHC guidelines.
  • Provides program management of on- and off-site training programs, outreach events and other projects as designated, including coordination with organizational partners, and scheduling training consultants.
  • Supervises staff or interns as assigned, ensuring that all staff members have and navigate a professional development plan for maintenance of essential skills and ongoing learning for growth in their roles.
  • Operates independently, using sound judgment and discretion to make decisions affecting the program and staff as it relates to program operations/services and BPHC policy. Demonstrates a consistent ability to make constructive management and personnel decisions and/or recommendations regarding the program, including but not limited to reflective supervision, promotion, transfer and assignment of staff, and application of discipline within a restorative justice framework.
  • Assists with other CHEC functions as needed.

Minimum Qualifications

  • Bachelor's degree in relevant field with 4 years of experience in training or public health education; OR 6 year of significant, direct professional experience in public health education and/or outreach, or Master's degree in relevant field with 2 years of program experience in training, public health education.
  • Minimum 2 years supervisory experience required.
  • Demonstrated experience designing, implementing, monitoring, and evaluating training programs and corresponding curricula.
  • Demonstrated proficiency with adult learning principles and participatory training techniques.
  • Demonstrated experience coordinating training programs for diverse populations.
  • Solid knowledge of training evaluation and quality improvement techniques highly preferred.
  • Strong familiarity with the work of community health workers and their training needs in Massachusetts desirable.
  • Ability to work with people of diverse backgrounds, abilities, and cultures.
  • Ability to work both independently and as part of a multidisciplinary team.
  • Excellent organizational, oral, and written communication skills.
  • Excellent interpersonal and communication skills to effectively and work collaboratively with others.
  • Proficient knowledge and experience with the MS Office Suite, including, but not limited to Word, Publisher, and PowerPoint.
  • Knowledge of desktop publishing programs including, but not limited to Quark Express, Adobe PageMaker/InDesign preferred.
  • Knowledge of podcast or basic video production is highly desirable.
  • Ability to travel locally and regionally to coordinate and deliver training and outreach programs is required.
  • Awareness of the Boston Public Health Commission's structure highly desirable
