Job Description:

Responsibilities

The Evaluation Specialist III will work within the New York State Department of Health AIDS Institute’s Office of Grants and Data Management (OGDM). The Evaluation Specialist III will monitor and contribute to project activities in support of ETE goals including the development, evaluation methodology, data management, documentation, implementation, analysis, interpretation, and reporting of findings.

The Evaluation Specialist III will coordinate technical assistance to AIDS Institute staff and other stakeholders; utilize several sources of data within the AIDS Institute to support programmatic evaluation and continuous quality improvement; design statistical analyses using SAS or other statistical (Excel/DataFlux Management) and/or graphical software packages (GIS, tableau, etc); serve on committees and workgroups; provide support to maintain, monitor, develop and promote data systems. The Evaluation Specialist III may present at meetings and/or conferences; contribute to publications and will perform other related duties and tasks as assigned.


Minimum Qualifications

Bachelor’s degree in a related field and three years of experience in the evaluation and/or analysis of health, human services or related programs and/or fields; OR an Associate’s degree in a related field and five years of such experience; OR seven years of such experience. A Master’s degree in a related field may substitute for one year of such experience.


Preferred Qualifications

A Master's degree in public health, epidemiology, social/behavioral sciences or another closely related field. Experience in project management involving public health and health care professionals, stakeholders, government agencies, community-based organizations, or other organizations. Experience working with population-based data sets; data analysis using SAS, Data Management Studio, SPSS, R, Excel and/or other analytical and data management tools. Demonstrated knowledge of Microsoft Office Suite. Experience in WebEx, Teams and Zoom. At least two years of experience working with HIV/AIDS, HCV, drug user health, LGBTQ health, STI program, policy, research, evaluation, or surveillance. Experience working with a diverse group of stakeholders to build consensus and teamwork.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required. 

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel, up to 25%, will be required.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
