Public Health Emergency Notification System Coordinator/Medical Reserve Corps Coordinator

HEALTH DEPARTMENT

40 Hours/week; Full-Time; Exempt; Essential, Grant-Funded

This position evaluates public health information, prepares communications to address local issues and ensures that proper procedures are followed to promote and protect the health, safety and welfare of the public.  This position coordinates public health information and services with medical service providers, emergency response agencies, pharmacies, schools, home health agencies, police and fire departments, and any other entity affected by a natural or man-made disaster. This position acts as the Local Information Network and Communication System (LINCS) Coordinator for the electronic dissemination of public health alerts and implements the NJDHSS 'Communicator' system and for the develop and maintenance of the Somerset County Community Health Alert Information Network (CHAIN).

Essential Functions

  1. Serves dual role as the Public Health Emergency Notification System Coordinator for the County to ensure electronic data interchange and communication between the State, County, and members of the local Health Alert Network, as well as serves as the Medical Reserve Corps (MRC) coordinator for the department to coordinate emergency preparedness efforts of MRC volunteers. Develop, maintain, and manage the LINCS Communication Network, and the Community Health Alert and Information Network (CHAIN), on a 24/7 basis.
  2. Implement the NJDHSS 'Communicator' system for public health alerts to the public health community and general public.
  3. Maintain up-to-date files and records of the MRC units and facilitate statewide meetings, planning and standardization initiatives.
  4. Develop and implement strategies to rapidly reach all critical community stakeholders.
  5. Post/disseminate emergency messages.
  6. Act as a liaison between internal and community public health, medical, and emergency response agencies.
  7. May assist various community organizations by providing consultation and guidance in organizing and developing communication programs to further public health.
  8. Interprets objectives, standards, and policies of the county health department.
  9. Assist preparedness coordinator with various grant writing activities and achieving deliverables of State and Federal grants and awards.

Essential Qualifications 

  1. Hold a baccalaureate degree from an accredited college or university in health education, community health, public health nursing, epidemiology, public health administration, public relations, or a related field.
  2. Two (2) years of professional experience in public health, emergency management, or another related field preferred.
  3. Ability to analyze and interpret County policies and to work harmoniously with all Departments, associates, subordinates, and others.
  4. Must be proficient in word processing, spreadsheet, and database computer applications, specifically Microsoft Word, Excel and Access or other applicable programs.
  5. Must possess a driver's license valid in New Jersey.
  6. Thorough knowledge of Somerset County policy and procedures.
  7. Experience in the preparation and delivery of media messages regarding emergencies or other public concerns.
  8. Have demonstrated ability to establish and maintain effective working relationships with Federal, State and Local Officials, county employees, public health professionals, hospital administrators, media personnel, and the public.
  9. Ability to interpret and apply regulations, procedures, and responsibilities of the NJ LINCS Program.

Preferred:

  • Master’s degree from an accredited college or university in health education, community health, public health nursing, epidemiology, public health administration, public relations, or a related field.
