Under the direction of the Chief Financial Officer, shall have the responsibility for assisting with the administering the business and financial affairs of the school system to provide the best educational and operational services with the fiscal resources available.

PROFESSIONAL RESPONSIBILITIES:

  • Advises and/or reports to the Chief Financial Officer as appropriate on all matters relating to the business affairs of the School Department.
  • Helps to prepare initial School Department budget and subsequent reports as necessary. 
  • Monitors expenses and funding sources on a daily basis and prepares financial projections for the Superintendent and the School Committee as directed by the CFO.  
  • Assists in the analysis of the budget.  
  • Assists the CFO with operating procedures and controls for all financial and administrative matters throughout the school district, including cash management and collection functions.
  • Advises the CFO on financial implications of all contracts and contract proposals.
  • Supervises the Accounting team.
  • Assists the CFO with reconciliation of system-wide accounts with Principals, Directors, and others responsible for expenditure control to maintain accuracy and integrity of financial information.
  • Oversee monitoring of all student activity accounts to ensure revenue collection and expenditure controls are in compliance with acceptable accounting practices as well as local policies, procedures and regulations.
  • Processes liability claims for the CFO as required.
  • Participates as required in grievance resolution.
  • Assists with preparation of all State and Federal financial reports to ensure that the School District receives all reimbursable expenses.
  • Provide direction, supervision, and annual written performance evaluations of Office Staff.
  • Coordinates personnel management system for support staff in conjunction with the HR Director and CFO and recommends training programs to provide the staff development needs of the School Department.
  • Approves routine expenditures for goods, services, and salaries as directed by the CFO.
  • Attends School Committee and other meetings as required.
  • Performs other tasks and duties as required by the CFO and the Superintendent.
  • Responsible for fiscal grant management with a familiarity to Accelegrants.
  • Manage UCOA process including account creation.
  • Manage annual financial audits.
  • Other duties as assigned by the CFO.

PERSONAL AND PROFESSIONAL QUALITIES:

  • Must be skilled in the use of computers and a working knowledge of computerized accounting/purchasing/personnel systems.  Proficiency in Microsoft Office products (Excel, Word) required.

REQUIRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITY TO PERFORM ESSENTIAL JOB FUNCTIONS:

  • Graduate of an accredited college or university with a Bachelor’s Degree in Business Administration or Accounting. 
  • Ability to think conceptually and articulate ideas and recommendations in written communications and reports, and oral presentations to diverse audiences.
  • Demonstrated ability in a leadership role requiring evaluation, supervision, and management of fiscal operations.
  • Familiarity with Federal and State reporting, data surveys, auditing procedures.
  • Knowledge of statewide uniform charts of accounts (UCOA).
  • Tyler Technologies (MUNIS Financial System) is preferred.
  • Municipal Government experience is preferred.
