Facilities Operations and Services Section Manager (WMS Band 2)

The Administrative Services Division (ASD) within the Department of Ecology is looking to fill an Facilities Operations and Services Section Manager (WMS Band 2) position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

In this role, you will employ asset management strategies related to Ecology’s facility base (currently valued at approximately $250M). This includes proposals for new facility construction as well as major renovations at existing facilities. You will manage the full range of staff services from fleet management, tenant relations and support services. Ecology strives to be a leader in creating and supporting innovative environments for its work force. You will manage these objectives by providing the infrastructure and staff services to support these innovations. In addition, Ecology provides for these in a sustainable way.

Program Mission: The mission of Administrative Services Division is to manage Ecology’s physical and intellectual (i.e. records) assets so the agency’s environmental mission, goals, and priorities are carried out.

Duties

 

 

 

What makes this role unique and challenging? 

In this role, you will be integral to Ecology’s move to the modern work environment. You will shape how our facilities adapt to new workforce patterns. You will also look for ways to reduce our carbon footprint as we renovate existing facilities and build new ones.

What you will do:  

  • Coordinate maintenance and operations of three Ecology owned facilities and four leased facilities which house Ecology staff.
  • Supervise construction and capital improvements to Ecology owned facilities and prepares budget requests to support those activities.
  • Provide staff services, including fleet support, on-boarding staff and office set up in coordinate with the Information and Technology Services Office.
  • Negotiate, in conjunction with Department of Enterprise Services, leases for Ecology leased facilities.
  • Oversee tenant services to agencies that lease facility space from Ecology.
  • Maintain facility inventory information and updates to the mandated Office of Financial Management Six Year Facility Management Plan.
  • Provide security services at Ecology’s facilities and serves as the Agency Security Officer.

 

Qualifications

 

Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:



 

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Required Qualifications: 

A total of 9 years of experience and/or education as described below:

  • Experience managing government facilities or facilities planning work or facility management certification from IFMA, BOMA or accredited university.
  • Experience working with building automation systems, fire alarm and sprinkler systems, computer aided facility management systems and security systems.
  • Education: involving a major study in architecture, engineering, business or public administration, planning, property or land management or related field.

The above experience requirements may be attained concurrently.

Combination 4

90-119 semester or 135-179 quarter credits.

6 years of experience, a minimum three years managing government facilities per above and a minimum of two years experience working with building automation systems per above.

Combination 5 

A Bachelor's Degree

5 years of experience, a minimum three years managing government facilities per above and a minimum of two years experience working with building automation systems per above.

Combination 6 

A Master's Degree

3 years of experience, a minimum two years managing government facilities per above and a minimum of one year of experience working with building automation systems per above.

 
 

 

Desired Qualifications:

  • Graduate degree in architecture, engineering, business or public administration, planning, property or land management or related field.
  • Experience and/or license(s) in one of the major construction industry fields; plumbing, electrical, fire alarm systems, security systems, high pressure boiler operation or general carpentry.
  • Accreditation in Leadership in Energy and Engineering Design (LEED) through the U.S. Green Building Council.
