Refugee Mental Health Coordinator - (23000DMY)

The Massachusetts Department of Public Health (DPH) seeks an experienced professional to serve as the Refugee Mental Health Coordinator within the Division of Global Populations and Infectious Disease Prevention (GPID). This new role will coordinate and monitor emotional health programming and other assigned program activities, review and analyze data concerning agency programs, provide ongoing technical assistance to agency personnel and others, respond to program-related inquiries, and maintain liaison with and provides assistance as needed to other programs within the GPID as well as other divisions in the Bureau of Infectious Disease and Laboratory Sciences (BIDLS).

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Coordinates and monitors assigned program activities to ensure their effective operations and compliance with established standards.
  • Reviews and analyzes data concerning assigned programs to determine progress and effectiveness, to make recommendations for changes in procedures, guidelines, etc., and to develop methods of accomplishing program objectives.
  • Provides support to program management and research projects, including abstracting data, preparing charts, etc., as needed. 
  • Confers with management staff and other Division personnel to determine program requirements and availability of resources and to develop the criteria and standards for program evaluation.
  • Provides technical assistance and advice to Division personnel and others concerning assigned programs to exchange information, resolve problems and to ensure compliance with established policies, procedures, and standards.
  • Assist in the development of funding proposals and grant applications, by performing tasks such as concept development, data analysis, preparation of graphics, writing narratives, and organization and assembly of full package submissions.  
  • Executes tasks related to public procurements including writing Request for Responses, reviewing, and evaluating proposals, and negotiating and writing service contracts.
  • Develop and implement procedures and guidelines to accomplish assigned agency program objectives and goals.
  • Conducts monitoring on systems, controls, and the implementation of services through desk report review and analysis, and through on-site program visits.
  • Responds to inquiries from Division staff and others to provide information concerning assigned programs.
  • Maintains liaison with various private, local, state, and federal agencies and others to exchange information and/or to resolve problems.
  • Conducts related duties such as attending meetings and conferences, maintaining records; and preparing reports.
  • Provides on-the-job training and orientation for employees on the assigned programs.
  • Provides assistance to other programs across the Division and BIDLS, as needed.

 

 

Required Qualifications:

  • Ability to work with diverse cultures and sensitivity to and understanding cultural diversity issues.

  • Knowledge of monitoring direct provision of services.
  • Ability to give written and oral instructions in a precise, understandable manner for the purpose of providing technical assistance and training to partner agencies and organizations.
  • Capacity to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations and to depict such data using charts, graphs, and tables, as well as written analyses.
  • Ability to understand, explain, and apply the laws, rules, regulations, policies, and procedures governing assigned program activities, particularly regarding guardianship or custody of minors.
  • Ability to maintain accurate records and exercise discretion in handling confidential information.
  • Proficient with computer applications, including Word, Excel, PowerPoint, Access, and Internet based programs.

 

 

Preferred Qualifications:

  • Knowledge of developing business plans, work plans, review payments, and reviewing and responding to inquires around budgets relevant to assigned program activities.  
  • Familiarity with the principles and practices of human services management.
  • Awareness of refugee programs and agencies.
  • Knowledge of developing strong working relationships and collaboratively working with diverse entities within public and private sectors. 
  • Knowledge of analyzing, organizing, and presenting information for use in federal reports, funding proposals, and grant applications.
  • Capacity to develop program design, work plans, and budgets.
  • Ability to adjust to varying or changing situations to meet emergency or changing program requirements.
  • Ability to work with business and financial institutions.
  • Ability to exercise sound judgment.
  • Excellent written and oral communication skills.

 

Special Requirements:

A Class III MA driver’s license may be required based on assignment. In lieu of possessing a driver’s license, the Refugee Mental Health Coordinator will ensure that they are able to travel to attend any necessary meeting or event, at any location within Massachusetts.

 

About the Bureau of Infectious Disease and Laboratory Sciences (BIDLS):

The DPH Bureau of Infectious Disease and Laboratory Sciences (BIDLS), predominantly located in Jamaica Plain, provides public health response to infectious disease. These services include programmatic and epidemiologic response, as well as laboratory testing through the State Public Health Laboratory (SPHL). 

Infectious disease response services address concerns of the general public as well as those disproportionately affected by infectious disease through a variety of risk factors. BIDLS administers ongoing disease reporting for over 90 reportable diseases in the state. Disease reporting review and follow-up with clinical providers and local boards of health is a central function of the bureau. Surveillance activity is complemented by an extensive contracted service system. These services are funded through state and federal resources and include prevention education, community outreach screening for infectious disease, immunization services, health service navigation, medical case management, insurance enrollment, housing assistance, and referral and linkage to infectious disease treatment.   

The SPHL provides scientific expertise and capacity to identify infectious agents, chemical agents, and other toxins that cause human disease.  The SPHL is an active partner in joint activities with other bureaus/agencies such as environmental health, food and drug, agriculture, disease prevention and health promotion programs, and public safety.  The SPHL is a reference laboratory of the national Laboratory Response Network (LRN) and is a U.S. Centers for Disease Control and Prevention (CDC) Select Agent laboratory. SPHL staff work closely with laboratory and disease prevention programs at the CDC, and partners with the U.S. Department of Homeland Security (DHS).

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

 

Substitutions:

 

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

 

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

 

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*
