PAY AND BENEFITS

 

Annual Pay Range: $66,387.83 - $84,239.67

 

Hourly Pay Range: $31.917226 - $40.499840

 

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

Required Minimum Qualifications/ Transferrable Skills:*

 

• A minimum of three (3) years of relevant experience in administrative or operations support roles, with a focus on coordination across a large organization

• A minimum of two (2) years of experience using Microsoft Excel to analyze large data sets and/or compare data from various sources

• A minimum of one (1) year of experience conducting research, collecting and analyzing feedback from a variety of stakeholders, and providing recommendations based on findings

• A minimum of one (1) year of experience working with confidential and sensitive information

• Experience preparing clear, accurate and concise reports within established timelines

• Experience developing and drafting program policies, operational procedures, strategies and/or methods

• Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Preferred Special Qualifications/ Transferrable Skills:*

 

• Intermediate proficiency in Microsoft Office Suite, including Word, Outlook, and PowerPoint

• Advanced proficiency in Microsoft Office Excel, including use of advanced functions and data analysis techniques

• Associate's degree in Business Administration, Public Administration, or other closely related field

• Experience with budget monitoring and coordination

• Experience with payment processor and/or software debugging and testing

• Experience working in collaboration with multiple agencies or departments within a variety of disciplines or functional areas

Duties of this particular position within the Department of Transportation & Development may include, but are not limited to the following:

 

Review and/or prepare documents to ensure accuracy in revenue and expense coding, prepare journal entries, and resolve discrepancies.

 

• Create, review and prepare journal entries in accordance with department guidelines; pull data and prepare summaries to support advanced reconciliations involving multi-year accounting records; identify and resolve discrepancies; prepare corrective journal entries for review/processing.

• Prepare vouchers, invoices, cash receipts, purchase orders, procurement memos, Interfund billings and other source documents for accuracy, adequate documentation and appropriate account numbers before routing for proper authorizations; identify and resolve discrepancies; support programs in response to inquiries from internal service providers (procurement/accounts payable); work with program staff and/or lead worker to pull details and supporting documentation to prepare corrective journal entries for review/processing.

• Review and/or prepare external invoices in accordance with department guidelines, referring to Intergovernmental Agreements (IGA), Memorandum of Understandings (MOU) and other contracts and source documents for guidance on billing terms and processes; work with program staff and/or lead worker to confirm required coding accuracy, proper authorizations, adequate documentation and appropriate account numbers.

 

Support development of department budgets, through reporting, preparation of data sets, and preparing corrections.

 

• Run reports to compile large data sets that are used to support the development of program budgets; pull smaller data sets to support creation of supplemental budgets and year-to-date corrections, as needed; perform detailed data analysis and validation; assist with compiling data for the preparation of department managed allocation model(s).

 

Use your expertise in Microsoft Excel to analyze large data sets and create clear, concise reports that inform management decisions.

 

• Run regular financial and/or data queries and update data templates to generate reports for management review; review General Ledger (GL) summarized reports for inaccurate coding, research discrepancies and work with lead worker and/or manager regarding questions on year-to-date actuals; verify year-to-date expenses within budget categories for compliance; prepare fiscal calculations and other reports using templates.

• Update forecast template(s) with budget figures and actuals; clearly document manual adjustments so program managers can review and provide feedback to refine the model; discuss relevant revenue and expenditure trends with program manager and adjust estimates, as needed.

 

Support grant applications through verification of funding requirements and data compilation and information sharing.

 

• Coordinate the grant lifecycle review process by verifying the requirements of the funding agency; compile information from various sources and draft reporting narratives for review by management; reconcile transactions to verify proper Chartfield coding for grant related expenses and work with program staff to pull details and supporting documentation to prepare corrective journal entries for review/processing; attend meetings, as needed.

 

REQUIRED KNOWLEDGE AND SKILLS

 

Working knowledge of: Principles, practices and methods of administrative, organizational, economic and procedural analysis; principles and practices of public administration and business communication; principles and techniques related to areas of assignment such as financial analysis, government accounting, budget development, and statistical research; Federal, state and local laws and regulations applicable to assigned areas of responsibility; English grammar and composition; office equipment, including personal computers and software programs.

 

Skill to: Research and analyze administrative, operational, financial, budgetary, procedural, and organizational issues and develop improvements in operations, policies, procedures and methods; plan and conduct research projects in statistical or narrative form; analyze issues and problems from multiple perspectives; identify alternative solutions and recommend sound, logical, fact-based conclusions; prepare clear, concise and comprehensive reports; communicate effectively, both orally and in writing; maintain compliance with County, State, Federal and other rules, regulations, and laws related to areas of responsibility; coordinate work of assigned staff or project team; establish and maintain effective working relations with County employees, external agencies and businesses, citizen and community groups, and the public; operate computer software and other office equipment.

 

WORK SCHEDULE

 

This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

 

Please Note: This position is eligible for hybrid on-site/telework subject to the https://dochub.clackamas.us/documents/drupal/9065b5fb-2237-47ce-9534-e7c8c40fc2bc and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer, but Transportation & Development will require the successful incumbent to perform 40% of their time on-site. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
