Recent Graduate - Management Analyst

This recruitment is for the Heath Resources and Services Administration Recent Graduate program. This recruitment may be used by all HRSA Bureaus and Offices to fill positions. The duty location for all positions is in Rockville, MD.

The Recent Graduate program duration is one year. Upon successful completion of the program and at the agency's discretion, the appointee may be converted to a term or permanent position in the competitive service.

Duties

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

As a Management Analyst, you serve as a staff analyst, evaluator, and advisor to management on the effectiveness and efficiency of agencies, and their components to carry out their assigned programs and functions. Work performed includes a variety of management analysis assignments that involve the application of qualitative and quantitative methods for the analysis and evaluation of internal, organizational administrative operations to determine their efficiency and effectiveness.

Your major duties and responsibilities include:

  • Analyzing and evaluating the management practices and methods, and administrative operations of an organizational unit or segment of an organizational unit.
  • Compiling data and preparing administrative status reports.
  • Reviewing internal processes and procedures, making recommendations for improvements to promote efficiency and cost savings.
  • Evaluating the quality, effectiveness and responsiveness of the management services and identifying areas for potential improvement.
  • Developing policies, guidelines, instructions, and procedures for administrative and management requirements.

Qualifications

THESE QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE 04/05/2024.

ELIGIBILITY REQUIREMENTS:

YOU MUST BE A RECENT GRADUATE TO QUALIFY FOR THIS PROGRAM, AS DEFINED BELOW:

A. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from an accredited educational institution, with a cumulative GPA of 3.0 or higher*, on or after June 2, 2022.

B. Be a veteran who received their degree, with a cumulative GPA of 3.0 or higher*, on or after June 2, 2018 while on active duty service and were unable to apply for jobs until their recent discharge on or after June 2, 2022.

*Grade-point averages will be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.

NOTE: You must provide a copy of your unofficial transcripts that shows your degree will be conferred/awarded/completed and your GPA that verifies that you meet the education requirement as stated above. This documentation is required by the closing date of this announcement. Current students may apply if they are in their final semester, with a graduation date of Spring 2024. Include your expected graduation date on your resume and provide current transcripts. Your degree must be conferred by June 2, 2024. Please note that a copy of a diploma is NOT acceptable as verification.

In addition to meeting the Recent Graduate eligibility requirements listed above, you must meet the minimum qualifying specialized experience requirements for this position as listed below.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-7: Applicants may meet the minimum qualifications for this grade based on one of the three methods below:

1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-5 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-5 level include performing the following types of tasks on a regular and recurring basis: 

  • Assisting senior staff to gather and analyzing qualitative and/or quantitative data related to administrative or program operations, including drafting reports, summaries, narrative statements, etc. of the findings.

OR
2. Have one full year of graduate level education in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

OR
3. Have completed the requirements for a Bachelor's degree in any field, AND meet the requirements for superior academic achievement Superior Academic Achievement (S.A.A.) is based on one of the following methods: 

  • Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  • Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
  •  
    • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum.

Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.

Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies.

GS-9: Applicants may meet the minimum qualifications for this grade based on one of the three methods below:

1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-7 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-7 level include performing the following types of tasks on a regular and recurring basis: 

  • Evaluating quantitative or qualitative data related to administrative and/or operational work processes and procedures in order to identify, document and recommend solutions to problems such as duplication, overlapping functions and continuing resource needs.

OR
2. Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D. To be qualifying, the higher-level graduate education must be in a major field of study in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this position.

OR
3. Have an equivalent combination of the above minimum qualifying specialized experience AND higher-level graduate education directly related to the work of this position that meets 100% of the qualification requirements for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Education

This position has an education requirement and a GPA requirement of a cumulative 3.0 or higher. You must submit a copy of your transcripts showing your degree is conferred (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education requirement. Unofficial transcripts will be accepted in the application package. Official transcripts will be required prior to your starting work.
