GG-9/13 Intelligence Collection Specialist (ONI N2)

The Office of Naval intelligence is seeking a tech-savvy employee to serve as an entry/developmental level Intelligence Specialist in the Collection Management Department.  This employee will evaluate the performance of the intelligence cycle with specific focus on Navy’s highest priority collection requirements. Develop measures of performance and measures of effectiveness related to Human Intelligence (HUMINT), Signals Intelligence (SIGINT), Measurement and Signature Intelligence (MASINT), Open-Source Intelligence (OSINT), and Imagery Intelligence (IMINT). Develop processes and methods to collect and analyze quantitative and qualitative metrics and metadata associated with collection requirements, intelligence reports, and finished intelligence. Automate data collection from multiple online repositories; build databases to assist with data storage and analysis; build data visualizations to communicate results. Experience with SQL, VBA, Python, and/or Tableau is beneficial, but not required. This is an entry-level position starting at grade GG-9 with noncompetitive promotion to GG-13 pending successful annual performance evaluations. Receives formal and on-the-job training, and gradually more difficult assignments, leading to performance at the next higher grade level. 

 

Specific Duties:

•             Participates with higher grade collection managers in developing a repeatable, transparent methodology to perform collection assessments.

•             Develops and implements tools, processes, and methods to: 

   o             measure the alignment of collection reporting to collection requirements, 

   o             determine how well collected information and finished production address intelligence gaps, 

   o             ensure collection resources are focused on capabilities that are most effective at addressing ONI/Navy priorities, 

   o             gauge mission alignment to high level priorities/guidance such as the Presidential Intelligence Priorities, National Intelligence Priority Framework, and Naval Intelligence Priority of Analysis. 

•             Develops skills and knowledge necessary to build and maintain data repositories used to blend data from multiple sources in order to facilitate holistic analysis of the intelligence cycle. 

•             Prepare data visualizations and text-based reports to communicate results and make recommendations from collection assessments including spreadsheets, tables, graphs, charts, and dashboards. 

•             Participate in communities of interest, attend working groups, and engage with counterparts at partner agencies to include those at national level collection agencies, to discuss mutual intelligence requirements issues and collection analysis efforts. Participate in interagency meetings and conferences with some domestic and international travel required.  

•             Attends meetings with other analysts, managing scheduling, agendas, objectives, and action items for the group. Participates in engagements with external collection partners, makes connections between counterparts at ONI and in different agencies. 

•             Reviews, on a preliminary basis, analysis or contributions to studies or reports prepared by other government agencies to assure conformance and consistency of own analysis to those of others.

 

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601.
