FAR and FVS Program Manager - Management Analyst 5 (MA5)

Job Title: FAR and FVS Program Manager 5 (MA5) 

Location: Statewide/Olympia, WA - Non-Permanent/Full-Time/Flexible/Hybrid (The expected duration of this appointment is date of hire through April 1st, 2025).

Salary:  $6,046 - $8,133  Monthly

The Opportunity:

As the Program Manager, you will be the child welfare Subject Matter Expert (SME) for providing expert level analysis regarding programmatic leadership and development, implementation and coordination of programs and policies. 

 

Some of what you'll do:

  • Gather quantitative and qualitative data and complete expert-level analysis to determine the degree of compliance and performance related to program outcomes.
  • Develop and provide performance data and analysis and descriptive reports related to assigned program areas to HQ, regional, and executive leadership. 
  • Use data analysis to identify areas needing improvement, advise practice statewide, and inform practice priorities, including addressing race, equity, and social justice in practice with children and families.
  • Develop, implement, coordinate, monitor, and evaluate statewide DCYF child welfare services, policies, and procedures within the program area.
  • Provide technical expertise and guidance and significant recommendations related to policy and practice in the program areas of CPS FAR and FVS .
  • Develop new contracts as needed to achieve agency priorities and program outcomes.
  • Develop statements of work, Service Level Agreements (SLAs), and Memorandums of Understanding (MOUs) agreement language required to execute the contracts, establish critical partnerships, and implement program activities.
  • Develop, implement, and monitor Performance Based Contracting requirements and standards for contracts.


Required Qualifications:

  • A Bachelor’s degree in social work, psychology, social science, health care or a related field and five (5) years of progressively responsible experience in planning, administering, developing, supervising or delivering family and child-related social services.
     
    OR
     
     
  • A Master’s degree in social work, psychology, social science, health care or a related field and three (3) years of progressively responsible experience, administering, developing, supervising or delivering family and child-related social services.

 

In addition to the above qualifications, the applicant must also demonstrate experience in at least two of the following areas:

  • Conducting research.
  • Analyzing policies, laws, rules, or regulations.
  • Analyzing and interpreting complex data and compiling and organizing it into reports and policies.
  • Leading business projects.
  • Data-driven child welfare practice.
  • Business policy development.

 

In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • Demonstrated competency in strategic and operational planning, analytical thinking, interpreting complex data, and managing complex projects.
  • Demonstrated knowledge of the principles of quality assurance and continuous quality assurance.
  • Demonstrated knowledge of consensus-building models and structure, negotiation, and facilitation techniques.
  • Demonstrated knowledge of evidence-based practices to achieve desired outcomes.
  • Broad understanding of other DCYF programs.
  • Demonstrated knowledge of social service theories and best practice standards in child protection and child welfare.
  • Demonstrated knowledge of state/federal statutes and WACs related to Child Welfare.
  • Understanding of the principles of coaching, mentoring, and change management.
  • Understanding of the connection between research, data, and practice.
  • Demonstrated knowledge of the federal Children and Family Services Review and Program Improvements Plans.
  • Ability to assess and identify risks in child protection and child welfare practice.
