IT Quality Assurance (QA) Testers Needed!

As an IT QA Tester, you will help drive technology changes to enhance productivity, simplify IT and increase cyber security  at the Wisconsin Department of Revenue and for the benefit of Wisconsin taxpayers.

The Division of Technology Services (DTS) within the Wisconsin Department of Revenue (DOR) is filling three quality assurance positions at the following levels depending on the qualifications of the selected candidate. Two of the positions will be filled as IS Systems Development Services Professional (07-35) or as IS Systems Development Services Senior (07-34) level.  The third position will be filled as an IS Systems Development Services Specialist (07-33) level.

Remote/Telework up to 60%. Note: During probation you will have the opportunity to gradually increase to 60% (i.e. working remotely three (3) days per week, and will report to the 2135 Rimrock Road; Madison WI building, two (2) days per week) within 9 months (of your 12 month probation) based on performance and workload needs.

Your Role

As a QA tester, you will help achieve the agency goal of enabling DOR to operate efficiently and effectively. Your  QA skills will help manage the division’s QA emphasis, in order to provide high quality technical solutions. Your QA tasks will include:

  • Ensure department IT quality assurance (QA) practices, processes, and procedures are well-conceived so that the Division of Technology Services (DTS) implements high quality systems that support the work of DOR. 
  • Develop and execute test cases, and test scripts, reviewing and analyzing system specifications, working with the development team in performing QA analysis, and striving to continually learn and understand latest software testing methodologies and tools.
  • Making the department’s testing efforts more efficient through the use of an automated testing tool (i.e., Selenium).

Salary will depend on applicant qualifications and include excellent benefits.  Salary (schedule-range) for the three levels within the IS Systems Development Services classification, include the following hourly rates:   Professional (07-35) is $ 23.94 to $31.72; Senior (07-34) is $28.69 to $35.15, and Specialist  (07-33) is $33.49 to $43.50.  Current state employees' pay will be based on the provisions in the Compensation Plan. A twelve-month probationary period is required.

The Department of Revenue will conduct criminal background, tax compliance checks and fingerprint checks on candidates prior to offer of hire. Interview results may be reused in accordance with the State of WI interview reuse policy.

Applicants must be eligible to work in the United States.  The Department of Revenue does not sponsor work or student visas, either at time of hire or at any later time.  DOR participates in E-Verify and will provide the federal government with Form I-9 information for all new employees to confirm authorization to work in the U.S.

Determination if an applicant is hired as an IS Systems Development Services Professional, Senior or Specialist level will be determined by the entire selection process, including the qualifications of the selected applicant, interviews, etc.  Be sure to clearly address each of the qualifications below in your letter of qualifications and resume.

Minimum-qualified candidates will have training or experience in each of the following:

1. Quality improvement/management principles and techniques. 

2. Developing software testing plans and conducting software testing.

3. Conducting quality assurance reviews (e.g., reviewing documents for accuracy, completeness, compliance with applicable policies/procedures, etc.).

4. Using performance management and/or quality improvement tools (e.g., Six Sigma, Total Quality Management, cause and effective diagrams, flow charting, root cause analysis, Pareto charts, Results Based Accountability, etc.). 

 

Well-qualified candidates will have experience in one (1) or more of the following (in addition to the minimum qualifications). 

1. Writing SQL.   

2. Conducting IT QA processes utilizing two or more automated software testing tools; OR utilized Selenium.                                                          

3. Leading a team in quality improvement process projects. 

4. Providing technical assistance and/or training on the use of performance management or quality improvement tools. 

5. Collecting and/or analyzing data to evaluate program effectiveness (e.g., conducting trend analysis, developing reports based on collected data, evaluating results, recommending improvements etc.).
