The Shorelands & Environmental Assistance (SEA) program within the Department of Ecology is looking to fill a SEA Deputy Program Manager (WMS Band 3) position. This position is located in our Headquarter Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

As Deputy Program Manager, you’ll have an opportunity to empower others through streamlining process, support strategic planning, coordinate policy and procedural approaches, support implementation of environmental justice and other initiatives and create welcoming, safe space for staff and constituents. This position is designed to create operational efficiencies across the Program and supports Budget, Policy and Planning initiatives.  In addition to 4 Direct reports, the Deputy has responsibility for 99 staff directly in their chain, and 285 AmeriCorps members.  This program hosts a smart, creative team of professionals who will continue to thrive in a fast paced, demanding environment with the support of leadership that can help us implement in an efficient, effective and thoughtful way. This position helps ensure Program compliance and accountability. We’d like applicants who have experience leading talented teams, extensive experience with human resources, IT development and budget. Program Mission: The mission of the Shorelands and Environmental Assistance Program is to create community conservation partnerships to protect and restore our shorelands, wetlands, and floodplains.

Duties

 

 

What makes this role unique and challenging? 

The Shorelands and Environmental Assistance Program (SEA) is diverse and inclusive of 14 different sections leading work in environmental protection, related support services and enforcement. It is dynamic work environment that is often fast paced, requiring consistency in practice and process.   In this position, you will ensure program accountability and compliance with Healthy Environment for All  (HEAL)  Act obligations and Civil Rights Title VI compliance within SEA. You will lead and coordinate development, implementation, tracking and reporting of the program’s strategic plan, collaborate with the Information Technology section to support creation of technology solutions to solve critical business problems and, in coordination with the Program Manager, approve appropriate changes, implementation, and decisions relating to SEA policies, procedures, and guidance. SEA is looking for a leader who is passionate about innovation, equity and efficiency, leads transformation, seeks to create and improve Program operational efficiencies, and develops consistent process and practice.

 

What you will do:  

  • Lead the SEA Program Management Team to develop program plans, strategic initiatives, policy and procedures, and address program wide internal policy issues.
  • Lead and coordinate development, implementation, tracking and reporting of the program’s strategic plan, including internal and external performance measures and related documents.
  • Ensure program accountability and compliance with HEAL Act obligations and   serves as primary liaison between Office of Equity and Environmental Justice (OEEJ) and SEA for HEAL Act implementation and agency environmental justice policies, priorities, and initiatives.
  • Ensure program compliance and accountability with Civil Rights Title VI compliance within SEA and serves as the primary liaison between OEEJ and SEA.
  • Directly support our Financial Services team, the Washington Conservation Corps and the Padilla Bay National Estuarine Research Reserve.


 

 

 

Qualifications

 

Required Qualifications:

We are looking for applicants who have ---

  • Demonstrated experience in managing budgets.
  • Demonstrated experience in managing and supervising teams, including:
  1. Experience managing supervisors.
  2. Providing direction to mid-level managers and supervisors in scientific, natural resource and/ or public health fields, which includes coaching, training, recruitment, evaluation, and performance.
  3. Providing oversight of a program's diverse functions combining and directing work, improvements, and process to meet program and Agency objectives.
  4. Ability to leverage assets and create opportunities to further strengthen team.
  • Working knowledge of process improvement, process management, and human resource practice and process.
  • Experience in strategic planning (annual or biennial based business plan) including the ability to conceptualize and articulate the future direction of a program.
  • Experience in advancing diversity, equity, inclusion, and environmental justice.

 
Special Requirements/Conditions of Employment: 

  • Must  be able to obtain and maintain a valid driver's license
