PURPOSE OF POSITION

The Massachusetts State Retirement Board (MSRB) administers a defined benefit retirement plan for eligible employees of the Commonwealth and certain independent entities.

The Disbursement Manager leads the MSRB team charged with the timely and accurate execution of regularly high volume of refund/ rollover requests, and the transfers of accounts for MSERS members to other participating retirement systems.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Oversee all functions and day to day operations of the Disbursement Unit
  • Provide final approval for requests for refunds, rollovers, partial disbursements, and transfers of contributions and creditable service.
  • Balance and approve weekly disbursement warrant.
  • Verify accuracy of creditable service totals associated with transferred member account
  • Assist staff In resolving highly complex disbursement calculations
  • Update and meet with staff on regular basis concerning unit activities.
  • Designate assignments to staff as necessary.
  • Work with and assist members, Treasury, state agencies, Legal and outside retirement boards, municipalities and other government entities.
  • Set and ensure that unit goals are effectively communicated and achieved; Work with staff to Improve workflow
  • Provide phone and In-person counseling to answer members Inquiries.
  • Correspond with members with regard to Federal roll-over regulations, refund laws, and refund procedures.
  • Process stop payments/re-issued requests

OTHER DUTIES AND RESPONSIBILITIES

  • Provide feedback to MSRB leadership concerning problem cases, board policies and inquiries from members.
  • Work with managers to enhance customer service and implement workplace goals.
  • Create teamwork environment within the department and throughout board.
  • Maintain appropriate coverage within unit.
  • Participate as subject matter expert in all aspects of relevant MARIS development and implementation
  • Work as a liaison between staff & leadership for MARIS enhancements

SUPERVISORY RESPONSIBILITIES

  • Establish performance standards for unit employees and report metrics on success factors of department activities
  • Ensure that the training needs of staff are met
  • Perform staff evaluations and reviews; Supervise unit staff
  • Act as a mentor to staff; Support staff In career development
  • Develop and implement a plan to monitor and manage staff metrics
  • Actively participate in hiring process
  • Direct QA staff to conduct ongoing audits of workflow to ensure accuracy of calculations and identify staff training needs
  • Manage employee compliance related to MSRB and Treasury operating policies, procedures and Treasury standards

KNOWLEDGE AND SKILLS

  • Associate’s degree In relevant field of study. Bachelor's degree in relevant field preferred
  • Thorough knowledge of and five (5) years" experience with M.G.L. Ch. 32 with respect to benefit calculations pertinent to retirement accounts and benefits
  • Experienced with MARIS functionality related to unit functions
  • Working knowledge of pension tax regulations
  • Knowledge and experience of HR standards preferred
  • Experience in managing a team
  • Ability to train staff and communicate department goals
  • Ability to model excellent customer service
  • Ability to prioritize projects, handle weekly, monthly, and annual deadlines and work well under pressure
  • Ability to collaborate and cooperate with all units
  • Must have proficient or advanced skills in Microsoft Office and online research
