Job Summary

This position exists to advance state-wide mobile source emissions reductions as part of the National Volkswagen (VW) legal settlement and the follow-up state VW Consent Decree. The main responsibility of this position is to develop and manage the grants associated with the VW Consent Decree. The incumbent will work with program staff to develop the Request for Proposals (RFP’s) and incorporate the technical specifications necessary to meet state contracting requirements. The incumbent is responsible for completion of all forms and documentations associated with the development of contracts and negotiating the contracts with eligible vendors and their associated tracking in the state database. The incumbent will also implement contract policy and procedures for the Division as well as perform any necessary training needed for the grantees.

Qualifications

Minimum Qualifications

One year of professional experience leading and administering comprehensive environmental projects OR

Bachelor's degree in environmental protection, sustainability, pollution prevention or a related field OR

Two years technical experience responsible for providing programmatic (environmental) support. Experience must include demonstration of data analysis and reporting skills, project management and organizational skills

AND

Ability to:

Communicate effectively verbally and in writing in order to translate technical information, rules and regulations to language understandable by a non-technical audience.

Possess a valid Driver's license (see additional requirements).

Preferred Qualifications

Experience with grants, contracts and requests for proposals.

Technical experience in an environmental program including data analysis and reporting.

Experience using TEMPO.

Knowledge of the state grant process.

Knowledge of Federal emission standards, emission control technologies, diesel fuels and fuel issues.

Knowledge of electric vehicle technology especially related to commercial equipment.

General knowledge of diesel equipment and their use.

Knowledge of alternative fueled vehicles.

Experience working with Microsoft Word and Excel.

Additional Requirements

A driver's license is an essential function of this position. This requires possession of an unrestricted Class D Driver's License. The job offer is contingent on confirmation of a valid driver's license AND a satisfactory DLR check. 

Requires a Class D driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
