Associate Director, Child Welfare Strategy and Services, Office of Child & Family Services

As Associate Director you will work collaboratively with the Director in planning, directing, and guiding implementation, and monitoring the successes and opportunities of OCFS’ programs and services, while ensuring and improving statewide consistency. This position is responsible for leading annual strategic planning. You will be a member of the OCFS Executive Leadership Team and provide leadership and supervision to managers of major program and service areas. You will develop organization-wide policies, procedures, standards, and protocols to develop effective and integrated programs and service delivery systems that support attainment of OCFS goals. You will oversee the organization’s continual improvement, identifying operational issues via staff feedback and key data metrics and oversee the creation and implementation of plans for how to address issues. This involves promoting a culture of support for staff and supervisors, professional development, and inclusiveness, with a major focus on ways to improve work-life balance in this challenging field.

You will work collaboratively with the Director and Commissioner’s Office in the development of a strategic plan and supporting projects and programs for OCFS to ensure OCFS services and programs are aligned with and support the implementation of the Department’s strategic vision and plan and achieve positive outcomes for children and families. You will oversee organizational performance monitoring to stay aligned with the strategic plan, including developing and implementing a plan for ongoing data collection and progress meetings.

Under the direction of the Director, you will support the Program Financial Officer to coordinate preparation of the OCFS budget.  You will assist the Program Financial Officer in advising the Director and Commissioner of OCFS’ budgetary needs.

You will also research and establish linkages with other DHHS Office programs and partner with managers/staff in those programs to define areas of intersecting services and develop a comprehensive and integrated system of services for Department clients. You will also stay current with emerging child welfare practices being implemented either nationally or in other parts of the country that will benefit Maine’s children and families involved with child welfare services.
