Manager, Infrastructure, Identity & Access Management

The National Endowment for Democracy (NED) is a 501(c)3 grantmaking foundation that receives an annual Congressional appropriation in excess of $310 million and is governed by a private, bipartisan Board of Directors. This unusual arrangement positions NED to play a unique role as America’s leading foundation for freedom, empowering the institution to be nimble, innovative, and risk-taking in support of democratic activists, civil society organizations, independent media, and the NED family core institutes (the International Republican Institute, the National Democratic Institute, the Center for International Private Enterprise, and the Solidarity Center).

 

We seek a motivated, energetic, organized, and resourceful Manager, Infrastructure, Identity & Access Management, who is a mission-oriented team player, and who would be excited to join a fast-paced IT team. This position is based in Washington, D.C.

 

Position Summary:

The Manager of Infrastructure, Identity & Access Management manages one or more junior members of their team and contributes extensive hands-on expertise to provide engineering and second-level support for Identity & Access management, Microsoft 365, and other IT infrastructure services. The position will analyze, design, and deliver solutions on these platforms and/or recommend other solutions where appropriate. Other responsibilities include providing guidance on architecture, engineering, and management of the public and private cloud-based services in use in the organization’s environment.

 

Responsibilities: 

  • Manager for one or more junior members of the IT team. 
  • Plan and propose projects for enhancements to the IT infrastructure.
  • Participate in constructing the annual IT budget to support both ongoing operations and projects.
  • Administer Microsoft 365 platform services, including Entra ID (Azure AD), SharePoint, Teams, OneDrive, and Exchange.
  • Implement and maintain Identity and Access Management (IAM) solutions for all Enterprise applications.
  • In consultation with the Information Security team, manage network security and access control measures to include firewalls, Microsoft365 Conditional Access Policies, and VPN capabilities.
  • Lead IT Disaster Recovery planning efforts.
  • Work with other technical staff to maintain existing VMware high-availability cluster(s).
  • Design, integrate, and maintain basic network services such as DNS, DHCP, VLANs, and physical layer infrastructure.
  • Work closely with other technical staff to ensure that backup and archiving designs and procedures are implemented and executed properly.
  • Coordinate with vendors and other third parties to resolve advanced configuration and support issues
  • Act as an escalation path for the Help Desk.
  • Plan and coordinate system utilization, performing growth analysis and capacity planning as necessary.
  • Troubleshoot networks, systems, services, and applications to identify and correct malfunctions and other operational problems.
  • Develop best practices, operational procedures, and design documentation. 
  • Performs other duties as assigned.
  • The level of responsibility and independence in assigned tasks will increase with experience.

 

Qualifications:

  • Bachelor’s Degree or equivalent experience.
  • 4 + years of experience supporting server-class hardware and software, LAN/WAN infrastructure, and enterprise systems.
  • 1 year of experience managing personnel is a plus.
  • Experience deploying, and supporting Microsoft Azure and Microsoft 365 products and services.
  • Demonstrated experience coordinating and collaborating with business application stakeholders and infrastructure teams to ensure successful upgrades, installations or integration activities.
  • Demonstrated experience with root cause analysis. 
  • Demonstrated experience performing client testing, server patching, and deployment assistance.
  • Experience planning and managing multiple projects simultaneously.
  • Strong leadership, advanced technical and analytical skills.
  • Able to presents technical information to both technical and non-technical audience.
  • High degree of organizational ability and initiative.
  • Attention to detail; the ability to multi-task and manage complex processes.
  • Outstanding verbal, written and interpersonal communication skills.
  • Excellent time/task management and administrative skills: organized, efficient, and versatile, able to work under pressure and time constraints.
  • Function collaboratively as part of a fast-paced, organization-oriented team, performing effectively as an independent producer under broad management direction.
  • Must be able to occasionally work evenings and/or weekends and/or during change windows outside of normal business hours.
  • Authorized to work in the United States.

Located in Washington, D.C., the salary range for this role is $ 64,500 – 102,750 USD, plus benefits. The final offer for a successful candidate will be determined by a combination of factors, including, but not limited to, skill set, level of experience, education, and market considerations.
