Job Summary:

 

This recruitment will be used to fill one full-time Program Representative 2: Proposal Analyst position for the Office for Sponsored Research and Award Administration at Oregon State University (OSU).

 

The Office for Sponsored Research and Award Administration (OSRAA) resides within the central Department of Research & Innovation. Its mission is to provide research administration leadership and is achieved through the full “lifecycle” by supporting proposal submission, award negotiation/acceptance, research costing and analysis, award management, financial management and closeout of awards that support Oregon State University's (OSU) focus on big discoveries that drive big solutions outlined in OSU's Strategic Plan 2024-2030.

 

This position focuses on sponsored project proposal review and approval services. In addition, the position works in a team-oriented manner with college pre-award support staff, grant and contract administrators, grant accountants, award set up coordinators and grant and contract officers to problem solve sponsored program administration issues and recommend university policy, based on federal and state regulations and legal requirements. Extensive interactions are required with researchers, university administration and external agency officials within complex institutional settings. In addition, the incumbent is expected to provide excellent customer service and assistance to OSU's faculty, as well as nurture positive relationships both inside and outside of OSU. The position reports to the Managing Proposal Analyst under the Director of Sponsored Programs, Award Contracting. This position also works closely with the Award Management Team, as well as the Research Development Office, Office of Research Integrity, and OSU Advantage.

Key Responsibilities

 

90% – Review, approve and submit sponsored project (grant and contract) proposals.Serve as Authorized Organizational Representative (AOR) for proposal-related actions. Review proposals with special attention to financial and regulatory compliance as well as adherence to individual sponsor guidelines, and provide guidance to faculty and staff regarding submission requirements and these guidelines. Reply to sponsor requests for additional information during the proposal review and awarding process. Other related functions include: submit letters of intent/preproposals via sponsor websites; process budget revisions, gather or complete institutional documentation, assist with Just-in-Time sponsor requests and requests for additional information; monitor sponsor website and documents for changes in policy; recommend and implement both current and changed policies in OSRAA and draft new policy advisories on the OSRAA website; monitor and stay informed of changes in state and university policies such as post-award/costing policies, graduate school, and purchasing policies; assist in developing revisions to institutional policies or procedures. Policy review is an on-going activity since sponsoring agency, state, and institutional rules change regularly.

 

5% – Prepare award amendments related to OSU’s sponsored agreements.This includes, but is not limited to, reviewing appropriate award amendment documentation from approved proposal, copy of the prime agreement, and draft amendment for signatory official.

 

5% other duties as assigned.

 

What You Will Need

 

• Excellent time management skills—this position requires multitasking due to constant inflexible deadlines and frequent interruptions.

• Excellent oral and written communication skills. Must have the ability to answer inquiries of faculty, staff, and various customer groups effectively and clearly.

• Ability to maintain effective communication with fellow sponsored programs staff and be a collaborative teammate.

 

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

 

What We Would Like You to Have


 

• Cayuse experience or experience with other electronic proposal submission software, sites or systems.

• Previous experience preparing or reviewing sponsored project proposals at an institution of higher education.

• Prior experience creating or reviewing budgets for sponsored projects.

• Knowledge and experience in working with funding agency rules and federal laws and regulations (e.g., Uniform Guidance).

• A demonstrable commitment to promoting and enhancing diversity.

 

Working Conditions / Work Schedule

 

This position resides in a deadline-driven environment with frequent interruptions and the successful candidate must have the ability to continually re-prioritize, organize and manage multiple tasks while meeting these deadlines. Successful completion of position duties is achieved through a combination of independent work and collaborative teamwork, which is an essential component of day-to-day workload management. Incumbent will consult with their OSRAA lifecycle teammates on issues that impact sponsored programs throughout their lifecycle. The Office for Sponsored Research and Award Administration is open to a remote (telecommuting) work schedule
