Fish and Wildlife Technician 2 (3 Positions) - NY HELPS

Minimum Qualifications: NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Three years of experience in fisheries, wildlife, or marine resources management; fish or wildlife propagation; a living marine resources program; or a fish, wildlife, or marine research program.
Substitution: one year of college coursework including at least 12 semester credit hours in fisheries, marine resources, wildlife management, or a related field, may substitute for one year of the experience described.

COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment - Currently in the title and an employee of DEC
or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and:
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;
Eligible for transfer under Section 70.1: Permanent Competitive service as a Fish Culturist 1.

*55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.

Open competitive minimum qualifications (provided for 55b/c candidates and 70.4 transfer eligibles):
Three years of experience in fisheries, wildlife, or marine resources management; fish or wildlife propagation; a living marine resources program; or a fish, wildlife, or marine research program.

Important: If you qualify under an option requiring the possession of semester credit hours, you must submit a list of qualifying courses or photocopy of your transcript(s) with your application. Include the course title, number of semester credit hours for each course, the name of the college or university and the date (or expected date) of completion. If you qualify under an option requiring specialized work experience, you must include on your application a clear and detailed description of your qualifying technical experience. Duties Description:

Fish and Wildlife Technicians perform a variety of technical assignments to support the management of New York State fish, wildlife, marine and ecological resources. The general duties of a Fish & Wildlife Technician 2 in Marine Resources are to carry out activities that promote the protection, management, and restoration of New York State's marine species and these species' habitats. More specific tasks may include the following activities:

  • Participation in the management of marine fish, crustacean and shellfish resources in State waters

o conducting field surveys and biological sampling programs (including lab work)
o management of State marine aquaculture programs
o data entry
o subordinate staff supervision
o maintenance of field equipment

  • Participation in the collection, processing, and management of fishery harvest data and commercial fishing quotas:

o participation in fishery tagging programs.
o communication with commercial and recreational fishing stakeholders
o processing Vessel Trip Report (VTR) and angler fishing log data
o extensive use of internal and external database programs

  • Assistance in the protection of public health by monitoring the sanitary status of local shellfish growing areas

o collection of water and shellfish samples
o assisting in the monitoring of harmful algal blooms

  • Assistance in the protection, monitoring, and restoration of marine habitats

o conduct field surveys
o conduct site visits to document conditions of restoration or shoreline projects

  • Miscellaneous tasks include preparation of reports, participation in meetings, and aiding, as needed, the work of other Marine Resources units.
  • The incumbent will be expected to undertake state and/or federal provided training, as available, that will enhance skills pertinent to job responsibilities.

Additional Comments: Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to work in adverse weather conditions. Must be able to lift and move objects up to 40 pounds. Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
