PAY AND BENEFITS

Annual Pay Range: $83,566.06 - $106,852.66

Hourly Pay Range: $40.175991 - $51.371470

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

We are searching for a motivated and team-oriented individual with strong communication and interpersonal skills to join our team as a Disaster Management Program Coordinator (Community Planning) at the Clackamas County Office of Disaster Management. This position will focus on the County's all-hazards, disaster, and community preparedness planning. If selected, your duties will include planning, organizing, evaluating and monitoring disaster management programs within Clackamas County and assisting management in the planning and development of administrative and fiscal systems, policies and procedures within the Community Planning program area. This position will work closely with consultants and have routine disaster management related duties, such as working in the Emergency Operations Center (EOC) and on-call as needed.

Disaster Management uses a county-wide approach to minimize the impact of natural and human-caused incidents. We identify hazards, develop emergency and mitigation plans, coordinate response activities and train incident personnel to work in the County's Emergency Operations Center (EOC). We work with cities, special districts, and regional partners to promote emergency preparedness and improve incident response through planning and regional disaster exercises.

Required Minimum Qualifications/ Transferrable Skills:*

• A minimum of five (5) years of program, project, or initiative planning, design and evaluation experience, including researching best practices and policy
• Experience applying basic principles and practices of program or project planning management
• A minimum of one (1) year of experience researching and preparing clear, concise and comprehensive disaster plans, reports and other related documents
• Must be available for 24-hour on-call response on a rotational basis to perform incident management functions and related duties during a disaster. (Note: Positions within the Office of Disaster Management are designated as "essential", which means employees MUST report to work or remain at work as scheduled or as otherwise specifically directed during inclement weather, disaster, or other natural or human-caused incidents.)
• Must be able to travel to meetings and attend trainings that may require overnight stays.

Preferred Special Qualifications/ Transferrable Skills:*

• A minimum of one (1) year of experience working in disaster management
• A minimum of two (2) years of experience with plan development in the areas of disaster or community planning
• Oregon Certified Emergency Management Specialist (ORCEMS)
• A certification from another state equivalent to ORCEMS
• Completed coursework that includes IS 700, ICS 100 and ICS 200
• Federal Emergency Management Association (FEMA) Professional Development Series; minimum courses include IS-120.c (An Introduction to Exercises); IS-230.d (Fundamentals of Emergency Management); IS-235.c (Emergency Planning); IS-240.b (Leadership and Influence); IS-241.b (Decision Making and Problem Solving); IS-242.b (Effective Communication); IS-244.b (Developing and Managing Volunteers)

TYPICAL TASKS

Duties of this particular position may include, but are not limited to the following:

• Researches best practices and writes plans related to business policy and requirements from both state and federal agencies. This includes evaluation of business structures, working with stakeholders (internal and external) and county residents to complete planning documents. Planning documents may implement change in the County's Emergency Operations Center as well as how other County departments function during a disaster through evaluation of current plans and implementation of newly federally required plans.
• Administers county-wide Continuity of Operations Plan (COOP) program. Provides training and technical assistance to departmental representatives on COOP planning and COOP software system. Develop County's overall COOP strategy.
• Serves as liaison to Disaster Management's advisory council, the Emergency Preparedness Council. Provides support to the Council's meetings, conducts follow-up for meetings, and other tasks.
• Responsible for the development of emergency and disaster plans for the Clackamas County Office of Disaster Management. This project includes project and plan development with stakeholders, county departments, and others as needed. These are complex projects and will require evaluation, organization, project management, research and implementation. Once initial planning work is done, the position is responsible for ongoing plan maintenance.
• Coordinates work performed by consultants/contractors on planning documents. This position works to organize, develop scopes of work and timelines, provide departmental support to consultants for the project, evaluate performance and make any suggested changes to the plan. Monitors and tracks contract budget.
• Coordinates with the Training & Exercise Coordinator to identify planning elements to exercise. Assist as needed with exercise development and training in accordance with state and federal guidance.
• Be on-call, serving as the Disaster Management Duty Officer on a rotation (approximately two weeks every quarter). Assist with the activation and staffing of the county's Emergency Operations Center, sometimes with little to no-notice.

REQUIRED KNOWLEDGE AND SKILLS

Thorough knowledge of: Principles and practices of public administration related to disaster planning and preparedness, strategic planning, and project management, as well as intergovernmental and community relations.

Working knowledge of: Federal, state and local laws and regulations related to disaster response; Incident Command System (ICS) structure; Crisis Management software and Emergency Operations Center (EOC) automated systems; basic principles and practices of grant preparation and administration, budgeting, purchasing and contract administration; microcomputer applications including work processing, spreadsheets and data bases; English grammar and composition; principles and techniques of public speaking.

Skill to: Communicate effectively, both orally and in writing; prepare training programs and materials; negotiate and monitor contractual agreements; formulate and evaluate policies, procedures and program requirements relating to disaster management and homeland security issues; plan, organize, coordinate and direct disaster preparedness, public assistance, response and recovery programs and activities; prepare and maintain accurate, clear and concise records and reports; establish and maintain effective working relationships with county officials and departments, regional working groups, police/fire districts, special service districts, non-profit organizations and other agencies; coordinate and facilitate the work of volunteers; problem-solve to promote interagency cooperation; function well in a team environment; conduct research and analyze data.

WORKING CONDITIONS

Must be available for 24-hour on-call response to perform incident management functions and related duties during a disaster.

Must be able to travel to meetings and attend trainings that may require overnight stays.

WORK SCHEDULE

This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
