This position may be eligible for telework.   The default assigned work location of all WDFW positions – both on-site and telework-eligible positions – are within the State of Washington.  Frequency of onsite work will vary based on business and operational needs.

 

As a senior-level professional, this position leads WDFW safety sensitive programs that require professional analyses, management, and collaboration with internal customers and external agencies.

 

Maintains subject matter expertise of regulatory and training requirements for employees who require a Commercial Driver’s License, Background Checks, Non-Enforcement Firearms Certification, and operation of agency vehicles.

 

In this dynamic role, you will provide consultation to staff, supervisors, and appointing authorities on complex issues that impact programs, policies, training, records, and personnel.

 

With your experience, you will develop, implement, and maintain WDFW’s safety sensitive programs for employees.

 

We are seeking a candidate to provide leadership and subject matter expertise to implement and adhere to county, state, and federal regulations, standards, and best practices.

 

Here are some things you will be doing in this role:


Develop and maintain all aspects of the WDFW Commercial Driver’s License (CDL) Program: 

  • Act as subject matter expert to monitor, interpret, and apply the federal Motor Carrier Safety Administration (FMCSA) regulations to maintain the WDFW have a CDL program.
  • Utilize the FMCSA’s CDL Drug and Alcohol Clearinghouse database to identify violations of the U.S. Department of Transportation controlled substances (drug) and alcohol testing program to query the Clearinghouse for current and prospective employees' drug and alcohol violations before permitting those employees to operate a commercial motor vehicle (CMV) on public roads and annually query the Clearinghouse for each driver they currently employ.
  • Develop, implement, conduct, and manage drug and alcohol testing in specification to federal regulations, including reporting, documentation, and the return employees to safety-sensitive duties after a drug and alcohol violation.

Develop and maintain all aspects of the WDFW Driving and Roadside Safety and Training program: 

  • In collaboration with Safety Professionals, identify driving and roadside safety regulations for job duties.
  • In collaboration with Training Professionals, develop, deliver, or contract for driving and roadside safety training.
  • Maintain and analyze data on agency driving incidents to provide recommendations to improve safety.

Develop and maintain all aspects of WDFW employee background checks: 

  • Develop and maintain a contract and budget for background checks.
  • Conduct required background check on all non-enforcement employees.
  • Maintain an official record of documentation of all completed background checks.

Develop and maintain all aspects of the WDFW Non-Enforcement Firearm Qualification and Training Certification: 

  • Develop and maintain a system to document the mastery of required qualifications and training for firearm certification.
  • Conduct analysis of regulations to maintain active requirements for certifications.

Conduct designated agency safety trainings, including CRP/First Aid and Wilderness First Aid: 

  • Obtain and maintain instructor certification for designated courses.
  • Conduct statewide safety trainings as directed.
  • Prepare and release agency communications (training calendar) regarding upcoming training.

 
WORKING CONDITIONS:

  • Work Setting, including hazards:
    • Office and travel to all statewide work sites including those in remote areas. Driving year round across the state to indoor and outdoor urban and remote locations with job sites.
    • Evaluating job tasks of a variety of hazards on land, around water, and involving equipment.
    • Office hazards include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time, sitting or standing for long periods of time.
    • Must be able to negotiate water in emergency situations.
  • Schedule:
    • Typically, Monday – Friday, 8:00 AM – 5:00 PM.
  • Travel Requirements:
    • Statewide as needed.
  • Tools and Equipment:
    • Office equipment.
  • Customer Interactions:
    • Employees, supervisors, and appointing authorities.

 

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field.

And

  • Four (4) years of experience conducting research and analyzing policies, laws, rules, or regulations.

Please note:

  • Closely related qualifying experience may be substituted for the required education on a year-by-year basis.
  • A Master’s degree in an applicable field will substitute for one (1) year of the required experience.
  • A Ph.D. degree in an applicable field will substitute for one (1) year of the required experience.

License:

  • Valid driver’s license.

Special Requirements/Conditions of Employment:

  • Must be able to complete all required state and federal training to obtain subject matter expertise of the position.

 
PREFERRED QUALIFICATIONS:
In addition to those required qualifications, our ideal applicant will also have some or all of the following: 

  • Experience with program management.
