Talent Acquisition Specialist - Suffolk, VA

Job Duties

The Virginia Department of Transportation (VDOT) Hampton Roads District is seeking a Talent Acquisition Specialist to join their Human Resources Team. The Talent Acquisition Specialist will partner with the Talent Acquisition team in implementing and sustaining robust talent acquisition programs and services; specifically executing advanced staffing strategies that are effective at sourcing the talent necessary to "Keep Virginia Moving" today and into the future. Upon learning the business of VDOT and understanding the needs of your customers, the selected candidate will quickly assume responsibility for attracting highly skilled talent for the entire Hampton Roads District.

Core responsibilities for job & position:

  • Build and maintain a database of applicants and skill sets for current and future needs, tracking and managing stored data and information for current and future talent needs. Utilize database to streamline workflow and team activities with shared projects, searches, profiles, and applicant notes. Generate reports and data to assist with hiring needs and challenges. Prepare and review production reports with stakeholders to create mutual understanding of talent pipeline efforts, progress and opportunities to improve and maintain a competitive edge in attracting top talent.
     
  • Effectively communicate with prospects and applicants to share position details and requirements and to generate increased interest in VDOT employment opportunities. Create a talent network using social media to keep previous candidates informed, interested and feeling encouraged to apply again for future opportunities. Build, nurture and manage relationships with job candidates, assisting them with navigating through the process, from engagement to new hire. Develop and train on new recruiting methods, technology and policies.
     
  • Provide direct support to hiring managers and Human Resources Consultants with screening applications and the interview and selection process to include preparing interview questions, organizing and scheduling interviews, communicating with interviewees, etc.
     
  • Collaborate with HR, hiring managers and leaders to proactively plan and develop a competitive talent acquisition sourcing strategy to support current and future business needs. Establish and maintain a "best practices" cohort that establishes an effective recruiting strategy to brand VDOT as the preferred employer. Generate applicant flow by developing and executing creative and advanced sourcing strategies that lead to identifying and engaging necessary talent to meet business goals and maintain qualified candidate pipelines for all workforce needs (classified, wage, interns, scholars, CDP etc.). Identify passive candidates and generate interest in VDOT. Create opportunities of mentorship with current VDOT employees to establish a strong employee referral program. Promote diversity and inclusion in all sourcing initiatives, ensuring outreach to minorities, disabled individuals and veterans. Attend meetings to ensure awareness of workforce needs and challenges.

Required skills for job & position:

  • Comprehensive knowledge of all applicable federal and state employment laws and regulations and ethical and professional recruitment standards.
     
  • Ability to demonstrate proficiency using Microsoft Office applications and various and human resource information systems (HRIS) and applicant tracking software (ATS).
     
  • Ability to collect, assemble, process and file information using manual and automated systems.
     
  • Ability to travel to attend meetings and events.
     
  • Working knowledge of human resources functional areas and business practices.
     
  • Skill in effectively communicating verbally and in writing, with hiring managers, prospects, applicants, employees, colleagues and external partners.
     
  • Ability to function as a productive team member and work independently as well as balance multiple priorities, lead meetings, make effective business decisions and meet project -based deadlines.
     
  • Skill at using sourcing tools and techniques such as online social networking, traditional networking, Boolean searches, referrals, etc.
     
  • Ability to maintain confidentiality.
     
  • Skill in building, nurturing and managing relationships with job candidates.
     
  • Extensive knowledge of the principles and practices of talent sourcing, recruiting, screening, selecting, hiring and on-boarding job candidates.
     
  • Ability to understand, embrace and communicate VDOT's employer brand and foster a positive image of the organization.
     
  • Ability to support hiring managers and Human Resources Consultants with selection, hiring and on-boarding activities.
     
  • Ability to implement strategies to improve customer services, program efficiency and effectiveness.
     
  • Ability to develop and execute creative and advanced sourcing strategies to identifying talent necessary (active and passive candidates) to meet business goals and sustain robust candidate pipelines.

This position is designated as essential to emergency operations and may be required to work outside of normal work hours, on weekends and holidays during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations to ensure the safety of the traveling public.

Minimum Qualifications

  • Demonstrated success with candidate recruitment across multiple disciplines; experience in utilizing traditional and non-traditional recruiting techniques.
  • Ability to develop strategies to improve customer services, program efficiency and effectiveness, and function as a team member with other HR staff.
     
  • Ability to analyze data and reach conclusions which are logical and legally supportable, and counsel and advise managers and employees in the resolution of HR issues.
     
  • Strong skills in use of computers using MS software, web-based applications and automated HRIS systems.
     
  • Extensive knowledge of the principles, practices of talent sourcing, recruiting, screening, selecting, hiring and on-boarding job candidates.
     
  • Working knowledge of human resources functional areas and business practices.
     
  • Ability to work in a fast paced and innovative environment.
     
  • Ability to develop and execute creative and advanced sourcing strategies to identify the talent necessary (active and passive candidates) to meet business goals and sustain robust candidate pipelines.
     
  • Knowledge of full life cycle recruiting process.
     
  • Ability to effectively communicate verbally and in writing, with hiring managers, prospects, applicants, employees, colleagues and external partners.

Additional Considerations

  • SHRM-CP, SHRM-SCP or PHR, SPHR desired.
     
  • A combination of training, experience or education in Data Analytics, Human Resources, Business, Communications, Marketing.
  • Research or related field desired.
     
  • Recruitment or candidate sourcing experience within a similar fast-paced environment. Full life cycle recruiting experience desired.
     
  • Several years of experience in souring and social media recruiting.
