Director of Finance

Supervised by and/or Reports to: Executive Director of Accountability and Finance

 

General Responsibilities: Develops financial policies and procedures, administers the School Division's finances.  Provides leadership for various financial activities including budgeting, accounting, payroll, travel reimbursements, capital improvement plan budgets, and school activity fund accounting.

 

Essential Duties:

  • Develops, administers and oversees policy, regulations, and procedures related to financial matters of the school division.
  • Supports strategic planning, capital improvement planning, and related monitoring in regard to financial matters of the School Division.
  • Serves as a member of the Superintendent’s cabinet.
  • Directs and coordinates the supervision and activities of all personnel in the Finance department.
  • Supervises and oversees budget development and long-range financial planning.
  • Maintains oversight of accounting on a Division-wide basis and provides regular updates on the fiscal status of the School Division.
  • Ensures fiscal awareness of and compliance with local, state, and federal laws, policies, and regulations for the overall financial operation including payroll, benefits, accounts payable, debt service, and fixed charges.
  • Employs available technology in all phases of fiscally related activities.
  • Keeps current on changes in governmental accounting and auditing environment and recommends procedural changes as necessary.
  • Ensures compliance with the Code of Virginia, Virginia Department of Education, and local legislation and the proper financial management of the School Division.
  • Supervises the financial accounting and reporting for the financial affairs of the school division and the various school activity funds.
  • Coordinates and oversees the independent audit of school board and school activity funds and implements recommendations for improvement.
  • Prepares, reviews and/or submits reports to the state in regard to certification of required local effort and annual financial reporting.
  • Analyzes, summarizes and presents financial data, projections and related information to internal and external stakeholders to communicate timely financial information and facilitate decision making.
  • Provides training, support, and other guidance to administrators, bookkeepers and Division staff members in regard to school business matters.
  • Maintains a continuous internal auditing program for all funds.
  • Attends School Board business meetings as necessary, and develops and presents agenda items related to financial matters.
  • Attends all School Board Finance Committee meetings, and Joint School Board/ City Council and/or other meetings, as necessary.
  • Serves as a consultant on grant proposals, cash handling procedures, fees and charges, and other business-related matters.
  • Ensures that procedures and policies comply with all state and Federal laws and guidelines, and confers with legal counsel as needed. and
  • Performs other tasks and responsibilities as assigned by the Executive Director of Accountability and Finance and the Division Superintendent.

 

Requisite Knowledge, Skills, and Abilities:

  • Thorough knowledge of generally accepted accounting principles.
  • Relevant knowledge of federal, state, and local reporting and compliance requirements.
  • Excellent organizational, oral, written, and interpersonal communications skills, including the ability to make clear presentations in front of diverse groups.
  • Excellent managerial and organizational skills including the ability to manage and complete diverse and complex assignments in a timely and thorough manner.
  • Excellent technology skills.
  • Excellent leadership skills.

 

Requisite Education and Experience:

 

  • Bachelor’s degree in Accounting, Finance, Business Administration, or Public Administration required.  A Master’s Degree or equivalent preferred. CPA preferred.
  • Experience with governmental accounting required, preferably in public education.
  • A minimum of 5 years’ supervisory experience.
  • Must be proficient in use of technology related to business applications.
  • Requires experience in analyzing, summarizing and presenting complex financial information in a manner that is understandable to all levels of staff and all levels of staff and all stakeholders.
  • Demonstrated track record of reliability, attention to detail, and good judgment in financial matters, as well as implementation of best business practices applicable to public education.

 

 

Physical Requirements:

 

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to: a personal computer, calculator, copier, and fax machine. Some climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, or repetitive motions required.
