Financial Systems Analyst (GS-9/11/12)

Duties

  • Ensures that government policy and regulations are fully supported in the design and development of assigned financial systems.
  • Conducts independent fact finding, studies, and surveys related to a specific module, phase, or work process of a major financial system.
  • Investigates, analyzes, and determines the cost and impact of proposed changes or new subsystems.
  • Analyst makes recommendations concerning the management and interface of financial actions and transactions.
  • Assists in project evaluation efforts and monitors system changes to ensure proper coordination among all customer organizations.
  • Duties will be developmental in nature while performing below the full performance level (GS-12)

Qualifications

 

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. We reserve the right to close this announcement early or to extend, as appropriate, based upon the needs of the Agency. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. Resumes for federal government positions need more detailed work descriptions and accomplishments than a typical private sector resume. Please be sure to clearly describe this in your resume. Combinations of education and experience may also be sufficient.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07 for GS-09 grade level; GS-09 for GS-11 grade level; GS-11 for GS-12 grade level) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

GS-09:Specialized experience is defined as: Researching and interpreting financial regulations, policies, transactions, and laws related to accounts payable/vendor pay/contract pay. Working with accounts payable/vendor pay/contract pay staff on payable transactions and reports.

GS-11:Specialized experience is defined as: Analyzing financial and accounting operations in accounts payable/vendor pay/contract pay to recommend process improvements; monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls; and analyzing the impact of applicable laws and regulations on an organization's financial policies, operations and systems and recommending changes to maintain compliance.

GS-12:Specialized experience is defined as: providing expert level support for financial/accounting systems in accounts payable/vendor pay/contract pay; applying and advising on financial system policies and procedures; performing extensive business process analysis through evaluation of financial systems, policies, procedures, and regulations; assisting on projects involving operational/system changes.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

 

GS-9 Substitution of education for experience: Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a Master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Combination of education and experience is not applicable for this position.

GS-11Substitution of education for experience: A qualifying Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Combination of education and experience is not applicable for this position.

GS-12 Education is not substitutable for specialized experience at this grade level.
